TALKS ABOUT STREETS

Perhaps Crushed Rock will be Good
Wanner of Treating Highways.
Owing to the muddy condition of
the streets of Pendleton at the pres
ent time, much is lieing said about
paing Most of the business men
w-ho have been Interviewed, are of
the opinion that something ought and
must be done to get rid of the un
pleasant nes- of traffic caused by this
sloppy condition. Some think that a
lystem thorosjsjll paving should be
established for Main and Court
streets, at least, while others are not
In Tsvor of this, for the reason that
.iiy bas not the scwersge system
It needs, and will have to be estsb
Mshed in the near future. They ar,ue
that if the streets were jiaved. they
eld have to be torn up in order to
' i t!ir sewer where it was necessary
to doss thct.i. thus damaging the
pavement. Others say that the streets
should be graded and crushed rock
put on them, which would eradicate
the mud. Following ts sn Interview
with Mayorelect Thomas O. Halley
who ghes his rfewfl along this line
Views of Mr. Halley.
"Thii question of street ' paving is
rather premature at this time. l

the establishment of a complete and
thorough sewerage system, without
hlch It would be ineffective. Before
;i ,'e. .at.- se , rage svsteni has
leen laid, it would be wrong to pave
any of our streeta. for the reason.
B others, that a good sewerage
s'Metii is necessary to properly drain
and keep clean SSjVed streets, and to
pave before sewering would entail
D it expetSM and inconvenience in
laying sewer :tnd cause tin- ,ilsturb

burden to projierty owners on paved

it It is not such ss demands, at

must first be given to the protection
of the general health of its Inhabi

aftei which their convenient- and
pleasure should be provided for by
plating our streets und sidewalks In
first-class condition by grading and

Crushed ock.
Mr Halley made the statement that
in his opinion the streets could he
made so they ould be Kept roiiipaia
tiwly tree from mud by placing crush
ed stone oil them similar to the way
the streets of Athena were treated
last summer which is keeping them
lu very good condition during the wet i
season. He thinks thst this can be
done in a few years at little cost to
the city by buying s crusher sud msk
lug the city sud county prisoners
who are laying out fines In the Jails,
do the work. Plenty of atone can be
had In and around the city limits for
this purpose.
MAYOR VINCENT'S STATEMENT.
He Thinks Psvlnq Not Expedient at
This Time.
When seen and asked this morning
w hat he thought of paving Main and

said:
"It Is all foolishness to talk about
paving until the city hss a tkerouh
sewerage system. The only feasible
method of getting rid of this inn. I on
the streets, until we do have this sew
erage system. Is tor crushed rock to
BO placed on the streets to a depth of
six Inches In the center and three
nches on the edges, leaving the street
in an oval shape, so that the water
wilt run off. Asphalt pavement will
