Babcock, in hia In augural message to the council, spoke aa follows on tlie subject of saloon li cense : F.very taxpayer will admit that the rate of taxation in Walla Walla ia too high, and ! am of the opinion that the levy of direct taxes for all purpos es can be reduced to 10 mills. To do thia it ia only necessary to make a reasonable increase in indirect taxa tion. At present 30 salisuis pav an annual license of 9350 each. Having these facts in view and know ing the absolute ne ceasitv for more revenue, the council passed an ordinance by a vote of six t one raising tbe license to sell li oitor in Walla Walla to 9000 a year.
