supply, the telephone and street rail
road. The evils which a great many
timid people fear, aa likely to arise
from enlarging the scope of the func
tion of municipalities, are trivial in
comparison with tbe evile which are
inaeparable (rom the present nyatem.
Aa long as the great reward which
these monopolies offer to private en
terprise are possible, your industries
will be hampered, your politics will
be corrupted by bribery and fraud,
and your people will l.ave to pay tin
necessarily high prices for these
kinds of aervice, ami they will be sub
jected to daily ami hourly in conven
ience and vexation, owing to the poor
quality of the service.
I would not advocate any disregard of
existing rights, or any confiscation of
existing property. It would be no vio
lation of exiating riiihts lor cities to
erect their own plants and to compete
for the buainess aa thev could readilv
aud successfully do with the present
private owners.
It would lie no violation of existing
righta for citiea to use their tax pow
er so as to compel the present private
ownership to tar the same proportion
of public burdens, according to the va
lue ol their proierty, including Iran
chiaea, which owners of other kind of
private property have to bear.
It would be no violation of existing
rights, where the power ha nit been
bartered away, (or the cities or Um
states to regulate (area ami rates of
compensation, so as to make them
yield only a lair return on the MtMl
inveabnent made, rather t ban upon a
