THE
Five Commlislonar to Ba Appointed
This Weak by tha Mayor Story or
a "Graft Exploded "
Dr. r, W, V incent, mayor of l'endle
ton, is just now wreslting with the
problem of appointing five commission
erg to serve M the Isiard provided for
hv the Amended charter. He has
carefully considered the question, and
desires to make apisiintments such as
will insure management of tlie system
in the best manner possible, and yet to
satisfy all of the taxpayers and water
consumers. He has not yet prepared
the list, but will announce them bf
fore leaving for the coAst on Saturdav
night.
The Commllonr Dulte.
This commission is to be composed
of live men who have resided here for
at least live vears, and who pav taxes
niion at least fi-ViOO of property. Al
though appointments to oltioe usual I
are pleasing to the mass oi men, just
now lr. lucent is experiencing
dithi'iiltv in inducing citizens of hum
ness judgment and experience to acct
the place. Thev must serve without
nav, and their terms of office are to lie
respectively two. four, six, eight and
ten vears. After the original appoint
nients have been made, the members
will he electmi by the voters at the
regular municipal election, one every
t wa j i
The commission will take absolute
charge oi the wiiter system, managing
tlie hnsiness, handling the htiAnci
under the laws, make new regulations
in short, run the water department o
the city independent ot the council.

l epofegtre having meter placed in
their houses and places of business, in
accordance with the ordinance. Tin
council was moved to make this re
quirenient out of considerations
economy in operation of the depart
nient. It was obvious that enornioti
oiiantities of water were habitnall
wasted by some of the natrons. Many
it is true, were careful and eonscien
tious, and remembered that, for every
gallon id water iicd. fuel and lnbo
nere required, and therefore uddi
tintial expense to the eitv. More wtt
was consumed, So the official
thought, than was needed for the
pre-eni population. Thev therefori
enacted the meter law.
No one can doiiht that water wa
wasted. leopie lilt lancets running
al! night, irrigated their lawns afti
the lawns were soaked with water, an
eeli allowed stream'- to to out into
the streets. Then, when others wl
were h..n -'. in the matter wai leu w.i
ter, it was sometimes hot to he had
Older the meter -vslem, people will
pav for all the water thev use
Hence, thev will he welcome to leave
their faucet running day and night
and winter and summer, and through
'lit eterilitv, ll thev desire, lor thev
will have jo pay the bills proportion
ately.
At to the Supply.
It is the theory that, once the coti
sumption of water is checked to a legi
t imaie rate, by reason of the meters
Pendleton wiil have enough water i
all needs. This mat ter has b)M care
tullv canvasseil, ami tin i the con
elusion al which the council and mavor
arrived.
A new lug pump will he coupled ii
within a week or two, and then ccn
hour loO.tHNi gallons may lie pumped
or 1,400,000 gallons every M hours
Thus, so tar as the pumping capacity
ib concerned, Pendleton will have
ample supply. If, after this summer's
experience, is found that theweli
now in use and to he put into use are
not ample, it will lie a simple matter
to increase the well supply, and
furnish all the water needed. How
ever, it is probable that the supply
will bt ample during the couiMig suui
mer.
The "Graft" Story.
Some -lie s'arted u rep ri t:,at there
was a "graft" in connection wilb the
meter adopted hv the council. This
was oue of those yarns that frequently
gain currency, made out of falsehood,
and far from even the semblance 0
truth. These are the facts:
The council at first named th
"Crown meter as the one that must
be put in. This is one of the standard
meters of the United Slates, and is
l-Th.ip- the most durable on the mar
ket. The proceedings of the council
had nut been printed, vet. when Jose pi
Basler signed a contract with the
manufacturing mpai.v. for a quantity
of these meters, and secured the exclu
sive agency, ihlr he tiao ho sooner
done than he found that he had the
"cinch" on the only meter to be al
lowed in Pendleton, and this came to
the ears of the comic 1 1 .
A conference was held between Mr
Basler and the officials, ami it was de
t ided that he should furnish to other
dealers these meters at the same prices
at which thev could buy tbem at the
factory, plus the freight, and this hi
readily consented to, since he had not
intended to nor been cognizant o
the lact that lie hau gotten things in
shape so that he would control all of
the meters thut could be used in Pen
dleton.
Furthermore, the council adopted
another meter, the "Pittsburg l)int
fullv as accurate as the "Crown," but
not so durable. Patrons are therefore
given their choice of the two. prices

Wi . Bvers, proprietor of the Pen-
dleton roller mills, plans to make some
J important improvements in the near
I future, in fact, he has already begun
l work on one of them, the erection of a
large warehouse on the vacant lots op
posite his present buildintrs, across
Alta street ami just north from the
woolen mills. Men are bslay engaged
In this work, and are prepaying to lay
the sidetrack that is to run past the
new house. It is to lie of ltXI by 180
feel dimensions, and is to Ivo iisi4 "i
the storing of llour and urain. This
improvement is demanded by his in
creasing milling business
Can Now urlnd 800 Barral Dally.
" This warehouse, " said Mr. Bvers
todav, "is to be used in connection
with my mills, the present houses be
ing inadequate for the handling ol the
wheat and flour. 1 am now titled to
grind S00 barrels a day, and, soon after
harvest, when the new machinery is
placed, I w ill be abb1 to grind lolly
BXX) barrels, and oven IQ0O( by crowd
ing. The mill structure was built
large enough to permit pulling ma
chinery to grind anything up to 1500
hundred to ' h h barrels in twenty-tour
hours."
Will Fill Eait Court Lot
Another improvement contemplated
by Mr. Byers is the tilling and grad
ing ol a number of lots owned bv hits
on Fast Court street, beyond Col.
William Parsons' residence, lots which
are now too low for use as residence
sites. He will he compelled to move
an enormous quant ity of earth in doing
this lilling, but when the work is done,
he will have added considerably to the
available ground for residences in Pen
dleton. To Put In Steel Wheat Taaks.
Still another move forward he in
tends to make, is the putting in of
Bcme of the modern steel tanks, now
being introduced in all of the great
mil I ing and wheat bundling centers.
These tanks are built to very great
capacity, in Buffalo being large enough
tu hold up to one million bushels.
"These tanks," remarked the miller,
".ire better for the storing of grain
than ordinary houses, for the reason
tha. thev protect the grain from
weevil ami other pests that infest the
wheat while in storage."
Ureal Hope of Oriental Trade.
Mr. Bvers is extremelv sanguine re
garding the extension of the , Pacific
coast's trade with the Orient. He be
lieves that the trinle in flour has hut
just been slightly opened, and that In
a few years the teeming millions of
Asiu will he demanding more grain
than can be raised on all the arable
ai res of the coast states.
"i once talked with Jim Hill, o
theli rent Northern," said Mr. livers,
'and he said this: 'Suppose half the
Chinese get to eating our Hour. There
are more than 400,000,000. II 800,000,-
inni were to get to eating one cent's
worth ol wheat a duy in the form of
llour, the total would be almost in
calculable. It would lie impossible for
the west to supply the demand.' Mr.
