TAXATION IN 0RIU0N.
John P. Kobertaon, of Salem,
an interesting letter to the
Matesmau. as follows::
Very property the governor in
message sought to empliasue tlie nec
essity of reform 111 our mule of assess
ment and taxation, as the most loapOT
taut aobjeai to come before them. But
words alone tail to lullv portray the
whole tutb. Pacts. plain, un
varnished, otbcial facts, diligently and
honestly studied, only can convey to
the mind tlii extent ul the failure of
present law- to secure "eipiai ami uui
inrur taxation, and exact tustice to
at: taxpayers. In the hope of calling
the attention oi the powers that be
more fully to this subject, 1 have at
much trouble culled irom the oilicial
records the following statistical facta
value. Thus land was aasessed nearly
three time as high as personal prop
erty. IMl Keal estate assessed fls,000,
OflU, .'11! per cent, and personal 1 after
exemption at 136,000,000, or 17 per
cent true value. Ilere land was
assessed nearly twice as high as pet
sonal proierty.
1899: Here the assessed value of
land was fO.I.OOO.iNX), 111 per cent of
the true value of 1.HU0; while personal
proper i, .after exemption was but t ' '
000, (MX), and only 12 ier cent of tlie
true valuation of 1N9. (19 tier cent of
land escapes taxation, and 88 per cent
of personal property :
jwsj: inis vear exmmis me ripe
fruit of the present inefficient sviteni,
1th land assessed at 9H,H(M),(MMJ,
equal to 31 per cent of ftt true value a
tecade he fore ; and personal property
at but 24,0fX).000 and only MS, per
cent of its true value ten vears ago.
Again land is assessed more than two
and a half times as high as personal
property. A ant) B have eacli I0O00
worth of property. A's farm, his
home, is assessed at 81 per cent I IMO.
It's merchandise at llfcj tier cent- o7o.
Sav rate of tax f 30 mill-. A's tax is
i;B'sonly 111.26, llO.fiO less than
A is forced ti) pay :
Thus for four decades the tendency
has lieen, and ia constantly fnteasify
loffi to heap the rapidly increasing
taxation on real estate and oxempt.
personal proiiertv, until now the very
climax of injustice to the holders of
land little homes has been reached
Let us trace its growth, and note the
results.
In the stale of Oregon, in 18t0, land
paid S3 pei cent, of all taxes; per
onal propertv. o, per cent.
1870 1 Land iaid .rh per cent and
personal property II ner cnt.
1880 Land paid III per rent and per
sonal proiiertv :i!l per cent.
tatsi: i.and paid 0.1. and persona
property hut o per cent.
189, 1 Land paid 81, and personal
property but 19 per cent.
1898: I.and paid 7:1 and personal
propertv 2. per cent.
1899: I.and paid 9, and personal
property 31 per cent.
1900: liiid must pay 81 per cent
and personal property only 19 per cent
01 al 1 taxes
Itv the census of 1890 land was 69
per cent ot all our taxable property
Hut this vear It must pay 81 per cent
of all our taxes 22 per cent more
than its just proportion. Personal
property was f ier cent of all our
taxable property, but will pay but 19
per cent of all taxes, 22 per cent less
than its rightful share.
We are thus within 18 per cent of
the single tax on land, with all its
1 1 s.nl vantages, and none of its advan
tages.
In this, Marion county, in 18i land
paid 80 per cent, and in Multnomah
in 189S, 80 per cent of all taxes.
In the latter rotiotv thi assessor
could find, in 189'i. but $2,406,000 of
merchandise, surtly not 16 per cent of
true value. Me could find only l.vj
imo 01 money in the county, while tu
one hank alone in 1900 there was ii'.i
0011 ot apene. Of notes and accounts.
he returned only fl, 071,000, while the
loans of one hank foot up nearly as
much $1,008,0011. He found no shares
of stock, and no telegraph lines. 'Ob.
Justice! Thou bast lied to brutish
(casta, and men have lost their rea
son. Hut this is not all, nor tierhaps
the worst. Sonse classes of realtv not
onlv escape this extra burden thrown
onto land bv the shrinkage of personal
property, but passes that, and a large
share oi their own rightful burden,
over onto the farmers and modest
homes of the comparatively tsoor.
