A bill, to be Introduced in the nait legislature by Representative. A. B. Thompson, of Cmatllla and Morrow, is referred to editorially in this issue of the East Oregon ian. It is a measure in which all educators, as well as other citianns, are interested, so the K.aat Oregonian presents it for pern sal by its readers, as fellows: A Bill. For an act to amend fection 13 of "an act to provide for the establishment of uniform and general sysem of public schools in Oregon and to provide for the election, powers, duties and compensation of the state superintendent of public instruction and to fix the beginning and end of the school year, and to repeal all of titles one and two of chapter fl of the laws of Oregon, as compiled and annotated by W. Lair Hill, and to repeal an act entitled "An act to encourage more thorough preparation of teachers for public school work in the state of Oregon," approved Feb ruary 20, 1891, and to repeal an set entitled "An act to provide suitable times for holding teachers' quarterly public eiaminatlons, to provide for tbe disposition of examination papers and to amend sections one and two of an act entitled 'An act to provide suitable times for holding teachers' quarterly public examinations, lega lising outstanding indebtedness ot school districts, and authorising the funding of same by issuance of lionds, ' and to repeal all acts and parts of acts in conflict herewith," as passed by the legislative assembly of the state of Oregon and approved February 20, 1899. Whereas, certain controversies ami differences of opinion have arisen re garding tbe trne meaning and intent of subdivision 4 of section 3 of an act of the legislative assembly, spproved Feb ruary 20, 1899; and Whereas, it seems apparent that the word "section" was inadvertently in serted in the proviso to the said sub division 4 of said section H; and Whereas, it seems apparent that tbe word "act" was intended by the said legislature of the state of Oregon to be inserted in said proviso to said sub division, instead of the word 'section.' Therefore, Be it enacted by the leg islative assembly of the state of Ore gon : Ihat section 13 of ".nact to provide for the establishment of a uniform and general system of public schools in Oregon, and to provide for the elec tion, powers, duties and compensation of the state superintendent of public instruction, and to tlx the Winning and end of the school year, and to re peal all of titles one and two ot chapter 10 of the taws of Oregon, as compiled and annotated by W.
