"Committees on roads in both the

from the standpoint of defense. The
Senate bill has already been favor

the usual procedure, Instead of
authorising definite sums for Var
ious phases of the program, the
Senate bill sets an over-all 1’mit of
$250,000,000 to be spent on the de
fense road program. In these times
of stress such flexibility in the pro
gram will aid greatly in the ac
complishment of its purpose.”
Originally, Federal agencies rec
ommended to the President a $287,-
000,000 defense program, including
$100,000,000 for the strategic net
work. It also included items for re
funds to states for roads damaged
by army manuevers. On June 2, the
President sent to Congress a mes
sage calling for an appropriation of
$125,000,000. Thus the new bill em
bodies virtually all the recommen
dations made by federal agencies.
The program as it now stands Is
divided into six major categories:
1. Strategic Network, Correction
of critical deficiencies in the main
lines of the strategic network of
interstate roads, with the federal
government paying two thirds of
the total cost and the states the re-
