Advertising ra te s jjn application. value of the permanent insured Many Jackson County buildings, w ith amortised pay Farmers Receive Loans ments automatically extinguishing Jackson county fanners have re ceived 124 Federal Land bank and Land Bank Commissioner loans for a total amount of 1263,850 during the past 18 months since the emer gency mortgage refinancing act was passed, it is announced from the bank’s headquarters in Spo kane. Oregon farmers throughout the state have received 2318 regular type land bank loans fo r $8,761,019 during the same period, and 3708 Land Bank Commissioner loans for $7,530,450, or a total of 6020 loans of both types for $16,291,469. Farm ers of the four northwest states have received more than 55,000.000 in loans which refinanced $80.000.- 000 of old indebtedness, saving them $750,000 a year also in interest charges. Regular land bank loans are made at a low rate of interest on first t mortgage security up to 50 oti per firs cent of the appraised normal value o f the land plus 20 per cent of the 77?Y THE TRAIN TO CALIFORNIA the debt after a period of from 20 to 36 years. These loan funds are supplied by private investors who purchase long-term land bank bonds. A low rate of interest is possible because the land bank op erates on the cooperative principle. Commissioner loans are made out of a special fund to meet the emer gency need for refinancing distres sed debt, usually involving an ad justment w ith creditors. They are made on either firs t or second mortgage security, up to 75 per cent of the appraised normal value of the property, repayable ord in a r ily in 13 years, bearing 5 per rent interest. Often, both types of loans are made jo in tly , on a single appli cation. Th# paralytiug threat o f wholesale foreclosures has also been largely overcome.'* Now that they have gained this benefit, borrowers are showing their good fa ith by meeting their installment payments promptly when due in order to preserve their credit standing and fu lfill their responsibility as stockhold ing members of this permanent co operative credit system. A ll during the past emergency period the laud bank has followed a lenient policy, granting extensions to those who who tem porarily could not nice* th eir payments. But w ith farm in come now showing improvement. President F.hrhards states that the bank is naturally form ing its col lection program, expecting borrow ers to meet their pay ments regular ly, though consideration is given to each ease on its merits.
