Stale Tax Commission tab illations as of November 15, 1932, show an average non-payment of .taxes of 16.78 per cent in these counties. Southern Pacific's cash payments therefore represent 11.96, per cent of all taxes actually paid in these counties. The tax payment fo r every mile of the mainline between Portland and the slate line averages *1.346. per mile. This is actual tax payment, not assessed valuation. That the payment of these taxes has a definite bearing on the w el fare of every fam ily in the state is shown by the fact that over half of the S.
