Legislator« Consider Sales and Income Measures in Special Session Two biiti inlcndcd lo take Hie tax load frats real properly by im posing a sales tax—known as a "privilege tax—and a personal in- rente tax, are being considered by Hie legislature in its special ses- fion In answer to Governor Meier’s message tbal it is the duty of the legislature to provide revenue tor operating ihe slate, according to a Salem dispatch in the Oregonian. These tax hills are introduced but mil recommended by Ihe committee on taxation and revenue. The com mittee’s deliberations will determine its attitude toward the measures. Last month the state tax commis sion levied a property lax which would raise 93.666,006. The two hills offered in this session are pro posed as substitutes for this levy, but it is estimated they will fail short this year approximately 9366,- I mhi of Hie requirements o( the stale. Next year's yields, however, would almost meet the needs. It is estimated that the sales tax would raise 91,750,006 from April 30 to the end of this year. And this is not enough, us the income tax measure would produce but 9506,066, making a total of 92.250.060. The sales tax mill, known as House Bill No. 1 bears the titles: ‘'To pro vide tl c raising and disposition of revenue by the state by imposing an emergency tax upon sales of tan gible personal property and person al service and providing for its en forcement.” Politely termea a “privilege” tax, this sales tax is to operate from April 30, 1933, to July 1, 1935 and Ihe rate is 2 per cent on gross rales. The tax U payable monthly and dealers can report cash and credit sales separately. Records of sales must be kept for two years as well as all invoices. The tax is a lien on the property of any person subject to its provi sions. A section specifies that no injunction can be issued against collection of the tax or resrain its enforcement The Income tax measure—House Bill No. 2 revises the present per sonal income tax by raising the present rales of 1 to 5 per cent lo new rales of 2 to 7 per cent and lowering exemptions from 92506 for married and 91500 for single per sons to 92060 for married and 91000 for single persons. These changes are expected to extract 9500,000 from the income paying class. The suggestion is being made that the slate divide the sales tax reve nue with the counties on a 50-50 basis.
