W HY?
Because, fo r years, autom obiles and sm all trucks have been
c a rry in g the load o f h ighw ay construction and maintenance w h ile
the heavy tru ck and tra ile r fre ig h t o u tiits , operating fo r compensa­
tio n and hogging and destroying o u r roads, have been escaping
w ith rid ic u lo u s ly lo w fees.
F o r Ihe fiscal year ending June 30, 1932, ihe slate collected, in
license and mileage fees. $fiJ>48.000. O f this amount the freighters
(Classes 4 and 7), nearly 3000 in num ber, paid hut $300.000 or
around $100 per vehicle fo r the year.
In the year 1931 the State H ighw ay Commission was obliged
to spend over $7,000,000.00 fo r reconstruction, betterm ents and
maintenance— burdens im[>osed la rg e ly by the operations o f heavy-
vehicles.
O ur proposed H ighw ay P rotection L aw makes it the d u ty of
the State H ig h w a y Commission to classify a ll tr a ffic on o u r hig h ­
w ays, determ ine Ihe burden imposed by each and make recom­
mendations to the G overnor fo r a re d is trib u tio n of a ll license and
mileage fees.
W hen this is done lo w e r license fees fo r autom obiles and
sm all tru cks should fo llo w .
