THE FIVE-DOLLAR LICENSE FEE
Ever since the moratorium on car license fees there
has been agitation fcr some plan which would make it
easier for the cor owner to finance his license fee, either
by a provision to make payments quarterly, or by reducing
the fee, itself.
The latest proposal is to make a flat fee of $5 on any
kind of car, and then, in order to insure sufficient highway
construction funds, to raise the gasoline tax a cent. While
the present gas tax of four cents seems high enough, it
can readily be seen that the decrease in the license fees
which average about $25 in this state, would in most
cases, far offset the cent a gallon raise.
The trouble now facing the highway board is not only
that there are many cars stored, thus decreasing the li
cense receipts, but also because these cars are not using gas
there is a very noticeable decrease in the gas tax receipts.
If $5 were established as the license fee. it would read
ily be paid, the cars would not be stored and a cent more
on gas, with the tourists helping pay it, would keep the
highway funds almost up to normal.
At least it would be easier for Mr. Average Man to
pay, and that is the important thing.
We don't know whether it’s the “ Better times” pub
licity, the actual improvement of business or both, but
it’s been quite a while since we’ve heard the word, "De
pression." And it is remarkable how often one hears the
statements— "Things are beginning to pick up,” or “ Yes.
I believe we’re over the worst part now,” until we’re almost
ready to believe it, ourselves. How about you?
We noticed that one of the men suspected of robbing
the Koch and Co. safety deposit in Chicago said he was
worth about $10,000,000 and had enough money “ without
stealing more.” New just what does he mean by that ? And
farther along we read that some of the losers wouldn't
tell how much they had had in their deposit box for feat
of income tax action. It’s a great world!
Now that school has started. Mother can take a rest,
and will have no more worries— until ’ he first report card
comes home!
President Hall Leaves
Oregon University Post
Portland, Ore., Sept. 3—The Ore
gonian in a copyright story says
Dr. Arnold Bennett Hall has re
signed as president of the Univer
sity of Oregon.
Rumors lhat Dr. Hall had re
signed, the Oregonian says, were
confirmed in a telegram from the
university president sent in reply
to a message seeking confirmation
of the reports.
“You are correct,” Dr. Hall’s mes
sage read, “Letter of resignation as
president of the University of Ore
gon was mailed to state board of
higher education today.”
The message was sent from Mis
soula, Mont. Dr. Hall was said to
be en route to Chicago.
Dr. Halt
announced
several
months ago that he would resign in
order to leave the way open for
the state board to appoint a chan-
cellor to head Oregon’s new unified
system of education.
The Oregonian says it is under
stood Dr. Kail’s resignation will be
come effective on midnight of De
cember 31, 1932. He has been presi
dent of the University of Oregon
since 1926.
Dr. Hall's future plans are not
known, the story continues, but it
is presumed he will return to the
east ‘ regardless of whether he ac
cepts another administrative post or
returns to private life.

dent of Oregon State College, was
named chancellor of Oregon’s high
er education system by the state
board of education at its meeting
Tuesday.
He was chosen after the board
had considered a group of nation
ally known educators for the im
portant position.
