He was standing in the lower part of the mill, when one of Ihe workmen on lop of the building accidentally dropped his hammer, striking Mr. Perham on the head, cutting a gash about two inches long. Fair Board Promises Best State Fair Yet A committee of the State Board of Agriculture submitted to Governor Meier today plans for the opera tion of the stale fair without incur ring un operating deficit. The law directs that the fuir shall be held ¡nnually, and a storm of protest arose over the rumored possibility of the discontinuance of the fair. Although the unanimous decision lb hold the Fair was reached at the meeting of the Board Saturday, Ii was not made public until after a conference between members of Ihe board and Governor Meier Monday. At the regular meeting of the hoard a decision was reached: (1) To hold a bigger and heller Fair without creating an operating deficit. To this end to eliminate all features that have been losing money, and adding new feature» that are popular elsewhere. The op erating budget adopted Saturday is less than one-third of last year's receipts without even counting re ceipts from races and horseshow. Yet this budget includes what i i probably the largest item for free attractions the Fair has ever had. The board feels the public is en titled Io something for the 50c ad mission and a study of other fairs indicates increased attendance re sulting from giving the public more for their money. None of Ihe econ omies effected w ill curtail exhib its or injure the fair itself, hut they w ill actually make the fair belter and bigger. (2) Program calls for elimination of free passes; reduce number of employees; reduce pay of employ ees; ask employees and all others to cooperate to see how much they can put into the fair nnd not how- much they can take out of it. Sa lem has offered free police and fire protection; its Chamber of Commerce has offered to organize a piihlic'ly platoon to boost the fair thr-iugh good w ill lours, etc ; individuals have offered services free; others offer Io lend a hand in any capacity for expense money; members of fam ilie, in stale em ployment have offered Iheir «er •- ices free; buiildinj improvements w ill be omitted but the lawns, flowers, shrubbery and roofs w ill Office Phone lies.
