dreatn o f P ie rre L 'E n fa n t, is nearing
its re a liza tio n . Few A m ericans know
a n y th in g m ore about L 'E n fa n t than a
somewhat vague idea associating his
name w ith the phrase “ the founder
o f W ashington.” Yet had the advice
o f th is young French engineer been
fo llo w e d , the U n ited States o f Am erica
w o u ld have now the most b e a u tifu l
and Im pressive ca p ita l c ity in the
w o rld .
Even though the nation a l­
lowed him to die a disappointed man,
his goal unreacbed, yet he dreamed
and planned to such good purpose that
not even a hundred years o f blindness
to beauty and neglect o f the oppor­
tu n ity a t hand have been sufficient to
dim his vision splendid, and the United
States may yet have the w onderful
c a p ita l th u t he planned fo r it.
P ie rre C harles L ’E nfant was born
August 2, 1751, somewhere in sunny
France. He was a lie u te n an t In the
French arm y in 1777 when he came to
th is co u n try and offered his services
to the C o n tinental congress. By his
a b ility he rose to th e rank o f captain
and then to m ajor. He planned am i
b u ilt F o rt M iffiiu and F o rt W ashing­
ton, fought th rough the rem ainder of
the w ar, was wounded a t the b a ttle o f
Savannah, taken prisoner by S ir H enry
C lin to n in 17SH and paroled three
years la te r. W ith the w a r at an end.
L 'E n fa n t decided to rem ain in tills
co u n try and continue his career as an
engineer and a rch ite ct. T he c ity o f
New Y o rk presented him w ith a te s ti­
m onial fo r his services and his repu­
ta tio n was so high th a t President
W ashington selected him in 1791 to
la y out tlie new ca p ita l w hich was
planned on the hanks o f the Potomac,
d e cla rin g th a t " M a jo r L ’E n fa n t is as
w e ll qua lifie d fo r the w ork as any man
liv in g .”
T o th is Thom as Jefferson,
secretary o f state, added the indorse­
m ent, " I am happy the President has
le ft the p la n n in g o f the c ity In such
good hands.”

M elun, near Paris. Despite the dose
w atch m aintained on the Jail day and
n ig h t, b u rg la rs succeeded in m ilkin g
way w ith the governor's safe, w hich
weighed 500 pounds and contained

were high in office and fro m the tim e

ging congress to pay him the money

passed a b ill fo r Ills re lie f, g ivin g him

T h is was done m ore because congress
was becoming w eary o f his im p o r­
tu n ity than fo r any o th e r reason and
It was ty p ic a l o f the ta rd y Justice w ith
which th e new re p u b lic rew arded
many o f the men, in clu d in g Revolu­
tio n a ry w a r heroes, to whom it owed
so mnch.
L 'E n fa n t died in 1825, a h e a rt­
broken man. D u rin g his last years he
live d w i|h a man named D udley Diggs
and he was hurled In the Diggs fa m ily
graveyard outside the c ity o f W ash­
ington. T here bis body la y In an u n ­
m arked grave fo r n early a hundred
years. Then th ro u g h the e ffo rts o f
the Am erican In s titu te o f A rch ite cts
it was removed to A rlin g to n ceme­
te ry. He was given a m ilita ry fu n e ra l
and trib u te s were paid to him by hlgn
governm ent officials, both A m erican
and French. A monument, w ith his
plan c a n e d on the m arble slab, over­
looks the c ity fo r which he had
dreamed on such a grand scale am i
w hich d u rin g the years w h ile he lay In
the unm arked grave had spraw led hap­
hazard over the landscape.
