Most of the camplaints troubling her were from people who did not want to pay the rates payed by the rest of the city. Some ot them were very delinquent and had been “getting by" by simply paying part on their account each month. Others flatly refused to pay the fu ll rate fixed and some were known who pay the fu ll rate but are un able to afford it. The trouble soma accounts were turned over to the water committee w ho promised to investigate and adjust the rates. It was found that several batchel- ors in the town were not listed on the w ater user’s list and who were using city water. T h.se w ere to be rounded up and in the case of the widows who were on small incomes the rate was to be cut to $1 per month; in the discreation of the re corder or w ater committee. The wording of the ordinance is blamed fo r one of the cases w h ile the other offered no ex- plaination at all. T h e first case is wrong for the ordinance p lainly states "where soft drinks are sold or dispensed” shall pay a license fee of $5 per year, and simply be cause this first fellow does not dis pense drinks, and merely sells the drinks in bottles does not remove him from license.
