As to storms wo havo had a con
tinual rcourronco of terrible storms, cy
clones or tornadoes, in tho United States
for several years, and wo do not recol
lect that tho decade from 1870 to 18S0
kaow anything to equal them. To be
sure, during recent years tho area of tho
raid-continent, that was before compar
atively unknown, has been settled and it
may be that storms existed there prev
iously that were not observed; but
these recent cyclones havo not by any
laeans been confined to this newly de
veloped region but many time have
swept from the Gulf to the St, Lawrence

not consistent with principles of pure
govornmont.
Somo requirement that privato schools
shall teach tho common branches may
to see if tho laborer is going down hill
and becoming a serf. It is no doubt
truo that many Bowing women in large
cities work for a mere pittance, but co
operation will in timo remedy that and
secure fairrownrds for such work. A

quarter of a century or so ago and at
tho present time, shows that wages are
now actually higher than then nnd not
only so but tho purchasing power of a
dollar is sensibly increased in many re
spects, so thnt a worklngman now has a

If wo recollect aright tho premium of
present wages is not loss than thirty per
cent, abovo wages paid in 18C0, taking
values of necessaries into tho account.
It is somo satisfaction to know this to
bo tho case, and to find tho laborer of
to-day enjoying much of llfo that wns
impossible thon. Tho luxuries of 18G0
nro tho necessities of common lifo nt
this timo, which is a proof that tho
world ndvancos. But wo may fairly ask
if tho workman may not bo sacrificing
tho future to tho present when ho por
mits hlmsolf to possess luxuries becauso
his wages pay for them. Tnko all in
moderate circumstances, farmers, me
chanics, merchants struggling to mako
a start and carefully comparo tho pros

all practiced tho economies now that

ganized demands for its rights and ask
for a govornmont labor bureau that
shall assist such organizations to secure
and maintain their just rights.
When wo occupy this broad ground
in favor of labor and the rights of work
ingmen and toiling women, wo also rec
ognize that there is a natural limit to
tho domands of labor, and a point
where capital cannot concced more with
out being itself extinguished. Tho
true system, and ono that benevolent
minds should foster and encourage, is
that of co-operative effort by which
every workman shall have a personal
interest in the success of tho factory or
work-ahop, ruino or production he or
she is helping to carry on.

salaries of Stnto officers and should cer
tainly pass. Tho best nnd most exper
ienced lawyer cannot afford to servo as
judges at tho salary of $2,000 becauso
thoy can averago $5,000 with an ordi
nary practice Tho salaries of all Stnto
officers nud mombors of tho legislature
should bo increased but not mado ex
orbitant. Men should rcceivo good pay
for sorving tho Stnto but there is reason
to fear thai having been very economi
cal hitherto wo may now go to tho
other extremes.

and physical renovation and purifica

It was demanded, as a means to secure
a fall expression of popnlar opinion,
that tho matter should como before the
people as a special measure, unmixed
with the political issues that invariably
occur at a goneral election. It was
granted to permit no caviling voico to
complaiu that other issues had stifled
it.
As to the impoitanoe of this measure
there can Do no question, liquor man
ufacture demoralises thousands and
brings many to untimely graves. Worst
of all, thoso graves are seldom filled bo
fore the victim whose burial is solemn
ixed has brought untold evil to his fam
ily and often to the human race. All
the romance and pathos that human
nature may compass, cannot equal the
tragio effect that intemperance has pro
duced. Our people are not yet educated to
prohibition and a fall expreaeioa of the
popular mind will not ahow a decided
