Kxpicss, in its weekly review of the
British grain trade says : "The outlook
for tho wheat is very good. Trade in
wheat off coast stands depressed. Flour
is lowor. Maize is easier, especially now
mixed American, Darloy is dull, and in
favor of buyers, Oats atlvnnced 3d. Tho
trade in cargoes ofT coast is hIow, four ar
rived, one was sold and tlnco were with
drawn. Quotations for cargoes on pas
sago or shipment declined, Gdls.
Sales of English wheat aggregated J8.
101 quarters at 30s 7d per quarter,
against 57,733 quarters at 42s, tho cor
responding week last year.
Oram Markets.
London, April 8. Tho secietary of
the corn exchange reports that there are
ononnous stocks of wheat, barley and
maize in London. In waterside gram
aries there are -151,000 quarters more
wheat than last year, and 108,000 quar
ters less oats. Tho Standard says : "It is
obvious that tho wheat trade is overdone,
and it is important for London and
Liverpool money lenders to know who
holds this extraordinary mass of grain."
Farmers as Rulers.
A well known citizen of Georgia, for
merly a Superior Court Judge, recently
stated that farmers knew very little
about legislation and public affaiis, and
were not especially qualified for holding
office. Governor Frederic 1'obie, of
Maine, himself an hono-t ruler and a suc
cessful farmer, fakes quite a different
view. "Farmeis," says he, "make the
best public men. I remember of rending
in Greek an incident which illustrates
this fact. Herodotus, the father of Gro
ciau history, lived noarly five hundred
years before the birth of Christ, lie
gives tho following historical fact : In
tho Ionian sea are many islands. There
are two bearing tho naino of l'arian and
Miletus. Tho vocation of these ancient
people who inhabit theso islands was
fanning. The inhabitants of Miletus
had been for a long time afllicted with
internal discords and dissensions, which
destroyed harmony and pcaco of the
population. Tho peoplo of the island
linallv soucht tho interposition of their
neighbors, the husbandmen of tho island
of l'arian, who were pro-nerous and
happy under judicious laws and a wise
local government. A committee oi ar
bitration and adjustment was selected
by tlie inhabitants of Parian Island to
visit Miletus, and those holectod accepted
tho commission and immediately entered
uiHjn its important duty. Thoy found
tho island of Miletus in a perfect stato of
confusion and misrule. Tho first request
of tho commission was to exaniiiio the
condition of the farms of the inhabitants,
and, as they went along on this tonr of
close observation, they mado nolo of the
names of tho ownern of farms whoso
lands were under good cultivation and
showed evidence of judgment and thrift,
which was not tho condition of all.
When thoy had completed their investi
gation and had gathered all tho material
facts, thoy called together tho inhabi
tants of tho entire island of Miletus to
niiiko their report. Tho result was that
tho administration of tho affairs of that
disorganized community was entrusted
to the care of those husbandmen whoso
lands were best cultivated and managed,
thereby illustrating and emphasizing
this principle and corroct axiom 'That
they who take best care of their own bus
iuess can safely be entrusted with great
public interests.' These farmers, thus
apKinted were commissioned as public
officers, and eaee and tranquility were
restored. As far as practicable, thoso
nro tho liest men to bo trusted with the
affairs of government, who, liko the Pa
rian farmers in that Cirecian island, can
establish good government by virtuo of
having a business which, by constant em
ployment, Iuih mado them individually
prosperous. Thereby all candidates for
otllco are prepared for responsible pub
