    AM ANTI-MONOPOLY ISSUE.
It is plain from tho tone of the press
both parties thnt an effort will be inmlo by
each, in the course of tho approaching
presidential canvass, to secure votes by its
professions of oppostion to monopolies,
and particularly to that form of monopo
lies which has grown up in connection
with tho bu&iness of railway transporta
tion. On tho part of the politicians this
movement, though not really more ear
nest, and likely to be less fruitful, is more
ostentatious, and is addressed more di
yf rectly to the sentiments, not to say the
passions, of tho people. The issue is cer
tainly an important one, but it can hardly
be disposed of by a party " cry," however
loud and ringing. " Down with monopo
lies and up with tho rights of the peo
ple," sounds well, but it will not win many
votes j it will win very few indeed from
, 4 .. the sober and more intelligent portion of
the people, who c hope wo may say it
without offense are naturally inclined to
vote their party ticket whenever the
jn party manages will give them a chance
i to do so with self-respect. This class, and
the very large class who have no pro
nounced political affiliations, but who cast
their votes from year to year as they think
the best interests of tho the public require,
will not be content with denunciation, or
with sweeping and unreased measures
'"" which, in the long run, will give the mo
nopolists more power than they now
enjoy.
The issue is one that cannot bo sharply
defined. Neither party is going to take
up the defciise of the monopolists. Both
will profess to desire to remove tho evils
which have grown up, and both will be
to a certain extent sincere. What the
rational voter will have to depend upon in
making his choice bctw ecn them is, not
merely the words of tho respective plat
forms, but a candid comparison of what
they have done or what they distinctly
oppose. It must bo remembered that
what tho people have a right to complain
of is the abuse, up to the present time,
has consisted in great part in tho betray
ing by democrats and managers of the
' real interests of the sliareholders, who in
many cases have been robbed of a fair di
vision of the profits which their capital
lias earned. Construction companies,
palace and sleeping car companies, and
bridge companies have been formed by
tho trustees of the various corporations,
and these divide among themselves, by
contracts mado with themselves, a large
part of tho profits wjiich ought to go to
all. In other cases and these are very
numerous the stock of tho roads repre-
4 sents no actually paid-in capital, but is
distributed among tho original promoters
of tho enterprise, who, besides, get posses
sion of tho evidence of debt of tho cor-
I porations at prices far below tho nominal
obligation imposed. In this way there is
thrown on the business of the roads an
enormous burden which makes it impo
siblc to conduct it at fair rates for the gen-
0 oral public.
Theso abuses aro the fertile source of
that general evil known a combination,
which, though there aro incidental ad
advantages connected with it that with
proper regulation may bo made very con
siderable, deprive the public in great
measure of the benefit of healthy and
fair competition. But theso evils, of all
kinds, cannot be directly remedied by the
intervention of the States, or of the Fed
eral Government. On tho contrary, the
creation of any political agency, with dis
cretionary power to determine the man
agement of roads, would lead to greater
difficulties than tlioe with which we have
now contcntended, beeauso such an
agency would bo at best inefficient and
would tend to become corrupt. It could
not curb the arbitrary action of the mo
nopolies, but it could very much aggra
vate its mischievous consequences. What
could be done is, first, to provide for
thorough and honest imestigation of tho
conduct of corporations, and second, to
provide for the hearing and arbitration of
disputes between them and their custom
ers, in accordance with general laws. This
is what the railroad commission is in
tended to do, and to some extent can do,
and tho recent decision of the Supreme
Court recognizes the power of tho States
to make general laws which will greatly
add to its efficiency. There is little doubt
of the existence of like power in tho Fed'
eral Government with reference to the
inter-Stato roods. Proper Bujwrvision,
aiming at light on the one hand and
equity on the other, would go far toward
bringing tlio corjwrations under the un
impeded operation of the general laws of
trade and finance, and these would con
stantly tend toward remedying tho abuses
which now exist. X. Y. Times.

Lane county pioneers effected permanent
organization June 4. They meet again on thi
16th inst. All persons reaching' Oregon prior
to 1851 can become membeis.
Rainfall at Olympia for May was 2 53

A flouring mill with three run of burrs is
being constructed just north of the irouth of
tne Alpowai river in Washington territory
The new school house at Pre.-cot t will be 35
by 60 feet and two stories high. A Presby
terian church will, in all probability, bo built.
The O. R. & N. Co's machine shop is nearly
completed, also a large water tank.
Whole sections of vacant and available) gov
ernment land within a radius of tygelve m lea
of Colfax cannot be found, and even quitters
are being taken up by the incoming immigra
tion. The Northern Pacific Railroad Company
has tendeied Sheriff Marsh the amount the
company claim in due Whitmin county for
taxes during the years 1831 and 18S2. This
amount, over $2,700, does not include the as
sessment of the road-bed, struct una and su
perstructures, the right of assessing which is
denied.
A suspicious looking man has lately been
prowling about Clackamas couniy.
The new Odd Fellows 'building at Astoria
had a narrow escape from fire Wednesday
morning.
Albert Hemstock, of Yamhill county, had
a leg broken in two places by being thrown
from a wagon.
The contract for building the Baker's ferr
bridge across the Clackamas, has leen let to
Peter Paquet for $8,000.
The race track at Snohomish City W. T., is
being improved.
A seamen's society ha; been organized at
New Tacoma. It will be auxiliary to the
American Seamen's Friend Society of New
York.
Goldendale Gazette says that Jack Splawn
of Yakima, during the spring, has taken 700
beef cattle from Eastern Washington to Port
land and sold them tr butchers at from 5 to 7
rents a pound, They brought from $50 to
$75 each.
Within the past year Ben Snipes has sold
somn 2,500 beef cattle and now has 200 en
route to market. He has 18 men on the range
rounding up and branding calves. They
branded about 500 during May, and will con
tinue branding calves as they find them on
the range during the summer, but there will
not be another gei eral tound uptil fall.
The Ntz Percez county election, held June
4th, resulted in the choice of Lewiston as
county seat.
The "Albany Woolen Mills Company" has
been incorporated with a capital stock of
$50,000, the incorporators being eighteen sub
stantial citizens ot Albany. Stock books will
be opened immediately and it is the iutention
to push the work of the building forward dur
ing the coming summer and fall. 'Ihe loca
tion is an excellent one and the enterprise
will doubtless b profitable. Herald.
It looks now as if the rainy season was
over. Grain is so far advanced that if such a
thing should occur as that there would bu not
another" rainfall this season crops would not
bo injured in the least. If this country as a
general tning aoes not receive asmucn rain as
do many other sections, there is consolation
in the fact that our soil retuqs nurture won
derfully well. New comers are astonished to
see grain growing luxuriantly having a rich
crreen color when th county looks, in a dry
season, as if it were impossible fur anything
to grow; but when thi-y stop to investigate
the matter and dig down into the soil they
find below this dry and parched appearing
earth plenty of moisture and then they no
longer thing it strange the grain has such a
healthy appearance Pendltton Tribune.
The butter which is brought into town from
the ranches in this section, siys the 1 endlt-ton
Tribune, would tickle the palate of the epi
cure just as completely, and weighs as many
ounces to the pound, as the butter made in
any other country. The day is not far dis
taut when Oregon butter will be known out
side our State and will command the highest
market price.
Pendleton Tribune: The stockholders of
the Umatilla County Agricultural Asociaiion
are talking of increasing their capital stock t
$0,000, and re-issue tr.eir shares at $25 per
share. We think this noul I be a pood move
as it is an undertaking in which all our citi
zens are interested and with shares at $25
each everybody can buy some. The race
track is nearly completed and lumber for the
fence wilt be purchased at ouce with the ex
pectation of holding the first fair during the
coining fall.
Camp Meeting at Canby.
By a private note from Mr. S. Matbew, of
Canby, we learn that camp meeting com.
mrnces at that place on the 28th of June.
Arrangements are being perfected whereby
sleeping accommodation can he secured for
the time the meeting u in session. Also,
