port 65 vessels of the grain fleet, which
leprrsput 75,403 tons, with carrying capacity
for 1 13,000 s- ort tons of whoat. At this time
last year wo had 107,000 tons of tonnage in
ntirt under cuiraEement or wheat. Thero is
now 50,000 tons d(ecngiged tonnage in pnrt

304,000 tons at this dato last year.

steadier, with good prices.

Somo idea of the immense business of Puget
Sound may bo gathered Irom the statistics of
trado of that region for tho month of October,
which are summed up in a prefs dispatch,
latod Seattle, Nov. 2nd, as follows:
"Twenty-four doep-ater sail vessels, en
gaged in the loreigu trado and in tho district
of Puget Sound during the month of October.
They came from Mexico, tho Hawaiian Islands
Peru, ltruzd, Japan and Australia, and arc
Inuuil, when loaded, fi r the Hawaiianlblamls
Peru, Chill, Australia, Fiji Islands and Chi
li', During tho simo months fifteen ships
sailed from this district for foreign porU car
rying cargoes of lumber, these lifteon cargoes
ggregnti ng I n value $ 1 30, 1 47. I hey consist
ed wholly of rough and dressed lumber, shin
gles, laths, pickets and spars. Reducing oil
to rough lumber, tho equivalent of these car
goes may be piven at about 0,500,000 feet.
Seldom or never before were the shipments to
foreign ports so great. Four of these cargoes
went from Port Blakely mill, five from Utsa
U'ly. three from Tacoma, ouo from Port Dis
covery, two from Port Gamble, One cargo
was destined for New 'Zealand, two for Aus
tralia, one for Mexico, three for China, five
for the Hawaiian Islands and three for Chili.
' In the lumber trade of Burratd inlet dur
ing the month five v-usls entered and five
cleared, the latter taking about 2,600,000 feet
of lumber, valued at about $33,000.

Among tho numerous sins of ommission ard
commission charged to the late legislature,
one of the most serious is the failure to pass a
bill providing for a reform school. Some time
since Mr. W. S. Ladd offered to trect a suit
able building for a reform school, and donate
the use of it and ten acres of ground for ten
years if other partita would provide for its
organization and maintenance. An act had
been passed authorizing such an institution in
1872, hut owing to the death and removal of
the directors named therein, there was no
board on 1 tie act hid bceomo inoperative.
A reform scho'd i9 sorely needed here and
there are plenty ready to furnish the means
of sustaining it, but an act nf the legislature
is necessary to authorize such an institution
and to give tho directors power to conllno
parties therein. A bill for suth an act was
introduced in the last legislature, which be
sides the nee led au hority, a'ked for the sum
2000 toward the expenses of maintaining the
sch ol. It passod to a third reading, when an
economical grainier objected to its passage on
account of tho J.2000 ssked for and the bill
failed to. pass. Instructions had been sent to
ouo of the members of the Multnomah county
delegation to have this clause erased, but for
somo reason this was not done. Mr. Ladd is
still willing to do as ho agreed, but in tho ab
scice of a law authorizing the school there
cm, it appears, no steps bo taken in the mat
ter. The need of an institution of this kii d
is seen here every day, and it is too bad that
when we have citizens willing to dona'e land
and a building and furnifh and sust.in the
much needed institution, wo are obliecd to do
without it and boys must bo sent to the
county jail or penitentiary.

west; trees will bo set out or replaced on the
capitol grounds proper and the square put in
artistic shape. When the projected improve
ments are carried out, the fenee of Wihou
Avciiuo repaired and a new stylish fence
built around tho University campus, that
part of the city will look "gay and ;retty
too." Nothing preventing, all the above im
provements w ill be completed by the 1st of
next Juue.

broke yesterday moruing about daybreak, and

The reservoir is located on the bluff in front
of Singer's mill. The water rushed through
the mill race and under the mill without

Singer lost several hoga. The city brewery
