Jau. 5, 1882. There is already improvement in the foreign market, so that prices have gone back to the I figures we hail boioro the holidays, but not jet as good as Deo. 15. At tho best, Oregon eargoos wero taken at 5Gs for prompt ship ment, while now they touch them tenderly at a decline oi four shillings. Freights have gone down from DOs to 75s, whioh loaves about the aaino fiiiuro for wheat as a month ago; $1.00 per cental will be tho bight of tho market to day, for a round lot, though of late small lots, to fill out a oargo, have sold for more than full cargoes would bring. English buyers seem tendor about taking cargoes just shipped, but when the month grows olilor, wo aro very apt to see a hotter market abroid. During the week 7 wheat ships havo enmo Into tho river, and a "celt Ago 18 wl.t-at ships worn reported oil' tho b.ir, which leaves 11 moro to come, in, supposing no others have arrived. Much now depends on the quantity of wheat remaining iu California. A caieful es timate is now being made by proper author ities in such matters. If tho stock of wheat there is within tho limits heretofore oati mated, and within the capacity of shipping to arrive, the natural result will bo weakening of freights in Californiaaud here, also. We cannot expect any change in pricrB or freights until this matter is understood, and becomes tho basis uf transaction. There is no change in local markets since hut week. From the Commercial-Herald of Dee. 29. Timely rains have again visited many wheat growing sections of the State, and in quanti ties sufficient to encourage farmers to resume their usual seasonablo work of plowing and seeding, and which had been previously sus pended by reason of a threatened drouth the ground being too dry and hard to admit of its proper cultivation. Within the past few days more encouraging advices respecting wheat and flour have been received hero by cable from Liverpool, and this has given a better tone to our spot mar ket, with more disposition manifested upon the part of exporters to purchase, and al though no actual advance in prico has here been realized, yet buyers freely offer $1.60 for No, 1 shipping, while holders are, for the most part, demanding $1.02$ for all choice shipping lots. Vessels on the berth continue to meet with customary dispatch, and this will, no doubt, be the caso until tho close of tho year. Tho wheat supply holds on well, and there will be enough for all the tonnage en route. The freight market exhibits a good degree of strength, considering that we aro now past ing through tho holiday season, with as usual a general desire to close accounts for the yoar. British iron vessels (spot) for orders now command C5s. Shipowners exhibit a good degree of firmness. Quito a number of spot charters havo boen written during tho week, as will be seen by what follows. Tho tonnage on the way now foots up 261,000 tons register, against 170,000 tons at even date last yoar, and 143,000 tons in 1870. The Oregon bound fleet is 68,800 tons register. Diiengagod ton nage in port, equal to 40,000 short tons, la eluding 18 vessels without charters. Wheat Wo remark an increased export requirement at an advauce upon the lewest rates of tho current month. This improve ment is occasioned by the better tone cabled of the Liverpool ma-ket. Exports contiuje upon a liberal scale. During the year just past about forty thousand, acres of State land havo been sold in Baker county district. There is now iu the bauds of the State Land Registei about ninety thousand dollar in notes given in pay incut of State lauds, which bear interest at the rate of ten per cent, per annum. About one-halt of the 500,000 gained by Cougress to the State lias been sold.
