T. D. Me.Maiius, Jailor, who, wo believe, ex
erts every cflbrt consistent with tho security
of tho prisoners to mako them contfortablo
and presvrvo their health. Shcrill' Iluchtcl
recommended and tho County Clerk ha re
ccntly ordered some ncocsiary improvements
and repairs to tho jail, which, in our judg
ment, will render tho saino inoro secure. Hut
tho Grand Jury ha still a further recontmen-
dation to make. Wo find 110 provision mado
whereby persons who nro merely held a wit
nesses, nnd who aru unable to give bond for
their aptiearanco, can ho securely kopt with
out incarcerating thcni in tho cells of tho
common criminal. It matters not how res
pectablo this class of persons may bo, if they
aro so poor or unfortunate as not to ho able to
give bonds, they are submitted to thu saino
treatment, consigned to tho saino cell and
compelled to nociato with tho burglar nnd
horse-thief. This we deem to ho wrong. Xo
person, in our judgment, should ho to pun
ished, simply on account of hi ovcrty or
misfortune, and wo recommend that a room
" fitted up in tho jail for tho safekeeping of
this class of iiorsoiii hero referred to, which
wo think can ho douo at an outlay not ex
ceeding ten dollars.

the Jail. Ho is compelled t leave his post
lor the purpose of summoning assistance, or
await the accidental coming of some person
to render relief.
