Five buildings wcro completely consumed and the business part of town aaved by a miracle. At noon to-day a otrpenter laid a lighted pipo on a bench in his shop, and the sparks got through tho floor ana Ignited the shavings. The firo was well started be f oro It was discovered and had made such headway that it could not bo extin guished. The Mock of building below tho California House, consisting of Davenport & King's atahlo, a blacksmith and carientor shop, a restaurant and lodging bouse con nected with the California Houio wcro en tirely consumed. All of Davenport & King's horses, vehicles and harncu, and most of the property in the other buildings were saved. I ho stable was insured for 91,000 hi the Con necticut. Other buildings supposoil to be un insured. The California Homo had a narrow escape, as well as the block onposito the burn ing buildings. The noblo elTurts of the cit izens, who worked hard carrying water and soaking blankets, saved tho town, which hid a narrow escape. Tho committee appointed some weeks ago by tho Mayor; for the purpose of revising the present city "charter has held several Im portant meetings and made considerable pro gross in the work assigned to them. A sec tion has already been decided upon for the levyUarvf a license on all business encased in the-city' at the discretion of the Council, which will, should the amended or new char ter pass, give, authority to imposo a license upou the hundreds of wash houses run by Coinese in tho city who now cannot be reached and laado to contribute their share to tho expenses of the city. The most radical change of the eiiarter agreed upon is the abol ishment of the olfice of City Asucssor, and the now charter will nrovide that a conv of the assessment roll of that nortlon of the county enibraoed within the city limits be ob tained irmn the comity, anl isueh other work done by the City Assessor to devolve upon the Anditor and Clerk. The propriety of chang ing tha time of holding the city eleotion lo the month of December, so that the olllcials mav enter upon the discharge of their, duties on the first of January, is also being consid ered, nevcrai qmer important icaiiires navo been brought to tho consideration of the Com mitteo, but not as yet-acted upon, or not fully reviewed. Msddock, an engineer now in the employ of the Harlan A Hollingsworth Com- any of Wilmington, Delaware, has addressed a communication to the 'Board of Trade of this city, regarding tho improvement ,of the mouth of the Columbia river. The ecntleman proposes tho constrnption of a tanal through theiieckofMand south of Point Adams, and lying between Young's Bay and the ocean, into which tho channel could be directed by the construction of wing dams to deflect the current. 'J he effect of this would be to close tho ohannel botweon Point Tansv and Point Adams, and open ono direct to the ocean through the canal. Tho approximate area of the section of land referred to through which tho artificial rassaffe could be run. is 143.000 square feet, and taking it for gi anted that a current of the same velocity as in tho present cliannel could bo obtained, it would givo for mo cauai a ueptn oi W leet at low tiae ana a width ol 4,800 feet, which would be greater than required. The gentleman in his com munication argues that the current will be more rapid In the canal than around Point Adams where it now flows, as at flood tide when coming in the water in the river la lower than in the ocean and the nassairo throuoh the canal being shorter the stroiwer currents will naturally tend in that direction, as the fall per mile will bo greater. Tho samo reasoning will apply to tho ebb tide returning to the ocean. Ilo also saysi "If no precautions are taken to limit tho sizo of tho canal, in time the month of the river would change and occupy the podtion of the canal, and a new sjstem of oars and channels would form which would give lis as tnuoh troublo as the present unci. To prevent this tho sides and bottoms of tho canal should bo protected from the action of the currents and waves which miaht otherwise wear them away," The liability of another bar forming at tho ocean end of the canal, and also the present bar oro also considered at length in the communication. In tho event of an onen canal not nrovimr a feaaable project, Mr. Maddock suggests the building of a canal with locks, and furnished the Board with a drawing of both the plana. The " lock cansl " lie locates at Tansv Point. as the " fast " land Is but a Ishort distance from deep water in tha channel and as tlicro would bo no current throujih which tho canal approaches and especially the ono from the river would fill up with sediment.
