tho (load letter office, unless tho envelope
shall bear tho narao of tho sender or
other indication wtcroby it may bo re
turned to tho sender for better direction.
Military pests and forts are oxcoptod
from thisordor.
In compliance with instructions re
ceived from the post oflico department,
this oflico is now compiling n list of
"locals" (that is, names of placoa not
post oflices to which mail matter is di

States of California, Oregon nnd No

Idaho, Montana, Washington and Utah.
Tlio list (incomplete) for California
alone, now contains tlio names ot J,Uul

To illustrate: A letter or othor mail

California, l.ast Oakland, Cal., Mud

or to any locality not a post office, is un
mailable, nnd must he sunt nt onco to tho

In a still 1 iter "Order" of tho post
master general, dated Oct. lOih, is tho
following: "A postuvisier may comploto

ho cannot cliuugo tts direction to a uit

"Misdirected matter ollered for mailing

known, immediately; or if the sender's
namo doei not appear tucioou should bo
sent nt onco to the dead lettci office, ns
directed in ruling 102, United 'Hates
Official Postal Guido, October, 1870."
A part of ruling 102 is important, and
is as follows: "Matter addressed to
places which are not post officer, or to n
state iu which there is no such post oflico
lis that named in llio address is uiimau
dble'et'c. Hence, to illustrate: A let

to Virginia City, Cal., or to either of
those places with tho stato omitted is an
mailablo and must be Mint to tho dead
letter oflico! Whyt For the reason that
there are six post etlicos each in a dif
ferent state by tho namo of Sacramento,
but no mstoflico of that narco in Nevada.
Consequently how can a postmaster do-
ttriniuo wliclncr tno lettor should

There is only one in the United States
called San IrancLsco, consequently mail

as a tantmusler am complete tlio address

hui.1i mail matter only as is directed to

to such post offices only, as can be found
in the Stute or Territory to which such
mail matter is directed. To continue
the present imperfect system would only
eiicourogo carelessness and indiffcienco
on tho part of the public in matters
where tho greatest care should bo ob
seiTcd.
To appreciate th extent of this ovil
in the Kstal service one only has to
visit tho muiling department of soma
laigo post oflico or ride a day in a ostal
car. There will bo found letters ad-
(Ireisod in every conceivable way, nnd to
all places without regard to their loing
post offices, and not a few, sometimes,
will bo found without any address what
ever perfectly blank. Postal cards are
frequently found without addresi. It
will bo observed that this new system
