Whitman Co., W.T.. Jan. 1. 1877. j Mr. G. W. OiiifiON I promised to give you n description of this country sis best I could. My opinion Is thnt Palouso Is the best country that lies out of doors. Timber Is unhandy In some localities; a man can Just suit himself about that; he cau settle close to timber, or not. The place I havo settled on is one mile from all the Arc wood a man could ask, and eight miles from plenty of good cedar rail timber. The land is very rich; they raise as good grain here as I ever saw in Lane county, Oregon, and the best gardens that any body ever saw are grown here. Gus. McQueen's family, of Junction City, lives here; lie put out u large garden, and never as much ns stuck a hoe in it, and I saw him dig live hills of potatoes and get a long tin bucket ful of potatoes, the smallest as large as a goose egg. I also saw Mr. Nichols dig some of his, and they wore equally as good; and 'they have all kinds of garden stuff In proportion. The soil looks just like father's vineyard, which js an Indian knoll, a mass of burned brush; very black rich soil. I saw grain here that was sown the first of Juno that went forty bushels iter acre, (wheat.) If any say they are nfraid they can't find good land to suit them, tell them they can get all low laud or all high land, just as they choose. For hogs, this is a splendid country, as good as the Willamette valley ever was, except for the acorn mast; the camas is as plenty as It was in the Wil lamette valley at nn early day. The people here mostly kill their hogs off the camas. As to grass, there are mill ions of acres of as good bunch grass ns man ever saw. Money is'the scarcest article here with the people. The peo ple here are good to a man moving in with a family. If he Is noor, and can't buy, they will give hiuT enough until he can find work to earn a living, and work is easily found if a man will work for such as they have to pay, in wheat, oats, vegetables, &c. I bought some rutabagas here, and the smallest of tuem would weigh 25 pounds. Excel lent timothy grows here. Wo enjoy the best of health. There has been no bad -weather here; only six .inches of -Dowraatt-tnwentjjftjorty-elght nours. u is coia nere, out me cola does not hurt a man like it does in the Willamette valley. I believe there are more from Lane than from any other county in Oregon, and all say they are well (satisfied and would not return ,if they owned good farms in Oregon. As a sheen country David Felch. from Eugene, and others, have sheep nere, auu iney uu weu. -or my part, I would think it too cold for lambs, but old sheep with a good coat of wool will do well enough. The Inter-ocean canal project Is assuming more dennlte shape, inspiring the bellof that at no remote day active work on It may bo announced, To the action of President Gmntand his strong convictions of its being a commercial necessity, are wo mainly In debtsxUo the progress so far tnadu. lie has secured the concurrence of Great llrltaln, Germany and Russia, but up to tlio latest advices Italy, France and Austria bail not advised upon their course. Spain, though favoring tbo work, cannot contribute to Its construction, owing to nn oxhausted excho quor. The footing upon which the project now rests can be better understood from the main features of a treaty draft, signed on the 2d Inst, by our Government aud Dr. Adams Cardenes, on the part of Nicaragua. This treaty has been sent to the United States Sonate for ratification; and a copy of which will be convoyed by Dr. Adams Cardenes to to his Government for ratification. The main features of the treaty are as fol lows: It provides for a ship canal from the Atlantic coast of Nicaragua, at or near Grey town, to tbe San Jnan river. Thence by alack water navigation to Lako Nicaragua, and across it to tho Illo del Medio. Tbo canal is then to be continued to tbe Pacific coast at or uear Itio del Brlto. Tbe Govern ment of Nicaragua, on its part, concedes the neutrality of a specified belt of territory ex tending across the Isthmus, an equal neu trality for a distance of ICO miles out to sea at each end of the canal, while both on tbe Gulf and on tho Faoitic the neutral territory Is lo extend along the coast 100 miles each way from ports and harbors that may be necessary for tho free use of the canal. Tho porta of Greytown and Brlto are to be free. In the event of a war between Nicaragua and any one of the powers which participate in the construction of tho canal, all vessels and property of all those powers are to be exempt from capture, bluckade, or any oth er enibarrasment, on the neutral territory and waters connected with tbe canal by eith er of the belligerents. The property of pri vate companies engaged in the construction of the canal is also guaranteed full protection by the Nicarauguan Government. Tbo Uni ted States Government on its part agrees to use all Us influence iu facilitating tho con struction of the work, and In conjunction with such other powers it may be engaged when the canal is completed it agrees to pro vide full protection to all property from seiz ure or confiscation. It alto guarantees the neutrality of tho canal and all appurtenan ces, so that it may be forever open aud free, and all capital invested In It may be secure. These guarantees are to be withdrawn, if, at any time tho United States deems the man agement of the canal contrary to the regu lations agreed upon in tbe treaty. All the leading maritime powers of the globe are to be invited to participate in and share the ex. pense of tbe work, and to enter into treaty stipulations to that effect. If any dllKculty to tbe rigiit of property should arise the United States la to ne Its good otncea to adjust them. The. construction of the canal la to begin at the earliest practical moment, and tbe constructors are to have priority of claim upon all the property. When the work Is completed the canal la to be open to all citizens of tbe United States and of other naUons wbich parUoipat? in Its construction, on equal terms. Commercial Reporter.
