While the history ot our country In its earlier period slums tint tho President ot the .Senate has count ed the rotes and declared tlio standlng.our whole history shows that in no instance of doubt or dispute has lis exercised the pow er of deciding, and the two Uou& of Congress has dispo-ed of all such disputes, although In no instance hitliertn have they been such that their decision could cssen tl dly affect the result, for the first tlnu then the government of the United States is now brought to'lace this question. As one evil to result In others, under condi- tleus not the best calculated to produce agreement or Induce calm feeling in the ever.il brances df the government or unions: the peonle of the country In a case ulierc, as now. tho result Is involved. It Is the highest duty of the law making power to provide in advance a constitutional, or derly and just method of executing the Constitution in this mot interesting and critical clause ot its provisions. The doing so, far from being a compromise of right, is an enforcement ot right and an execution of power conferred by theCousttuition on Congress. J think this bill, which, appealing to tbe Constitution and law as a guide in ascertaining right;, prowdesa means of deciding questions of ("ingle returns through the direct action of Congress and in respect to double returns by a tribunal of inquiry whose decisions stand unless both houses ot Congress shall concur in determining otherwise, thus se curing a definite disposition of all ques tions of dispute, in whatever aspect they may arise with or without this law. As all of the States have voted, and as a tie vote U impossible, it must be that one of tne two candidates tias Deen elected ; It would be deplorable to witness i an irregular controversy as to wntcn or tne two should re ceive or which should continue to bold the office. In all periods of our history, no oontrovursy has arisen as to the succession or choice ol chiefs ot States, and no party sir citizen who lore their countrv and Its iree Institution, can aacraftca too mach of mero feeling In preserving through the upright force ot law, their country from the smallest danger to in peace on such occasions, and It can not be impressed too firmly in the heart of all tiie people that true liberty and real progress can exist through truthful adherence to the consti tutional law. The bill purports to pro vide only for a settlement of question aris ing from the reoeat elections. The fact that such questions can arise, demon strates the necessity, which, I cannot doubt, will before long be supplied by permanent general legislation to methods which have not been contemplated In the constitution or laws of the country. The bill may net be perfect, and its provisions may not be such as would be best applica ble to all future occasions; but It U calcu lated to meet tbe present condition of questions and ot the country. The country U agitated; it needs and It desires peace and quiet and harmony between all parties and all sections. It's Industries are arrested, labor unemployed, capital idle, and enterprise paralyzed by reason of doubt, anxiety and uncertainty of a double claim to the chief magistracy of the nation. It wants to be assured of tbe re sult of the election. It will be accepted without doubt from the supporters of tbe disappointed candidate and that its high est officer shall not hold his place with a questioned title ef right. The voters of Lnno are generous; they -out two Democrats and two ltepubl leans to that session last fall, lint as to Coyoto Church: there is no such church on Coyote; tho church hoiiio built by the Baptist Church is called Palestine Church. Now the stream gets better for navigation; ho glides along at inch a pace that lie passes some of tho most prominent farms on the stream, one owned by 25. M. Richardson on tho west hide of Coyote, two and a half miles below Palestine Church. Mr. It. ha; 1200 acres, of which lie farms 200. Then another adjoining Mr. Fisk's farm above, unnoticed, owned by X. Feldwert, an enterprising Dutchman. Then ho lands at Win. risk's black smith shop; Mr. F. is a good smith, and works cheaper than any other smith, and Is a Granger too. Then he lands again at Is. D. Gibson's clieeso factory. Mr. G. makes an excellent cpjallty of cheese, and lias 1,000 acres of land. Here again lie lands all tho time on tho east side, ami has forgotten tho west shore. Opposito Mr. 1?. 'a farm and shop, on the east side, is another on the west, E. Elmakor, who taught Mr. F his trade. .Adjoining, 8tIU be low, Is the farm of Wm. Jeans, ono of the wealihiest farmers on Coyote. Again to tho east side: the next placo ho lands is at Wm. Ureen and son's, where ho says Coyote empties into Long Tom. Sir. Editor, people off us far as some of your reactors may bo Hove this, but it won't do for people who are as familiar with Coyote Creek as your writer. Coyoto empties into Long Tom on the donation laud-claim of A. W. Gibson. Thore Is a conten tion among tho farmers that live in tho immediate neighborhood where tho streams come together, as to which is Coyote. Opposite T. D. Gibson's place Coyote scatters and makes a swamp, and about four miles below forms two creeks, as contended by some, but I say nut. What is at that point called Coy ote by Mr. Beenpole, is tho east fork of Long Tom at any rate, tho east or middle Jork of Loug Tom, called Coy ote by A. !$., intersects Long Tom half a mile south of whore Coyote inter sects that stream.
