The CoararomiM on the Presidential Question. Wo publish this week tlu bill report otl to thn two IIouos of Cougros by the joint committee that lus consider ed the matter of eanvavinp the Presi dential voto with a view to providing flime plan for settlement of the disput ed questions arising out of the Presi dential Election, It seems probable that the bill will pass and afford the needed solution of this difficult matter. Politicians may object according as they may fear that it will lessen their chances fonppolls but the mass of the people, tho are not spoilsmen, will welcome any plan of adjustment that will otfer an honor able settlement of a dltllculty that threatens the pence and prosperity of the country- Such a Inurd of arbitra tion as is provided for in this bill will relieve the pnbllc mind aud satisfy the conflicting prejudices, which would never result from the arbitrary con duct of partisan Houei of Congress, that would certainly act on political prejudice without reganl to the merits of the case. It is unfortunately true that honest statesman-hip has very lit tie to do with our political organiza tions at the present day; prejudice rules instead, andCin this matter it Is most important that we have a fair aud judicial solution of this great national difficulty. We also publish this week a very able and disinterested editorial on this subject, taken from the New York Obrerver, one of the oldest and most influential newspapers in the United States. It is far better for the people to read and consider such argument as this, than to read and endorse the words and threats of political newspa pers that are severally strhiug to se cure office for their own partisans at wliatever cost to the nation. We have received from a friend at Oregon City some severe strictures on the fuct that passage through the locks wns,, lately obstructed by the sinking oMhe hull of.the Bonanza: in the upper canal. We should not hesitate to rep resent the company in proper light if this stoppage was to the detriment of the public, but as it has already cca.eu and we are informed that the company made great efforts ts prevent tho con tinuance of the evil we see no reason to question their motives or condemu their conduct in this instance. We de sire to be (air and honest In all things, and while we have no sympathy with the rule or-niin policy of the corpora tion that is striving so bitterly and per sistently to monopolize the Willamette river trade, we still do not propose to assail them unnecessarily on auy occas ion. Farmer: It seems that wo are on the verge of tho most bitter trans portation war that Oregon has ovor seen, ami as regards individual enter prise, the battle will finally bo to tho strong. The amount which all this contention is about is no small sum, aud would, ere long, make any compa ny or companies, a power iu financial circles; aud a monopoly of the entire carrying trade on tho Willamette riv er, would, ere long, build a power llko that on the Sacramento river, against which individual opposition would bo suicidal. Just beforo tho meeting of tho last legielnture, "70," in nn nrticlo to tho Otrgoniati, (from Albany if I mistake uot) mado the statement that " It would take SUV5,tHH) more to carry off .the wheat crop of 187(5 than It did the year before, from l.iun county alone." Estimates have been made-on other counties, and the amount more that it took to carry off the crop of last year than the year previous, reaches the snug little sum of &!00,000 on wheat alone, anil the present indications are that the crop of 1877 will go far beyond any previous year, and the "more" that w,ill be required to carry off this crop would build a licet ol twelve or tlfteen baits. Under the present circumstances it behooved the farmers to patrnnlzo Capt. Cochran in his etlort to reduce freight, aud sustain him, and In case he K driv en to the wall to take It oil' his hands and build more. Neith er are they soldiers, but in cases of ox treme provocation they have been known to defend themselves, even to the salvation of their liberties. Combined organization is the onlv safe and permanent plan, in which ev ery farmer that raises wheat for ship ment should be interested. Our boat will be at work in a few day.s and our company h.1s stock en ough not yet taken to build more boats. Should farmers in other actions see lit to subscribe thi.s stock for that purpose, they have only to notify us nnd we will send them stock books; or, better still, to call meetings and tako the matter Into. consideration and appoint responsible agenfo in each neighbor hood; nnd we will furnish them witli stock liooks. If the farmer of the valley prefer to organize other companies, It Is now time to do so, for they cannot get ready too soon for the next crop. Hut it is better to combine aud work in unison, besides avoiding the consequent dolay; and wrangling in organising such com panies. Some said at first that our company was destined to share the fate of the Agricultural company of a few years ago. Hut we are fast dispelling that Illusion for it is a vast financial iiwessitj and must succeed.
