Kditok Faiuikii: Indications now aro that farmers, ns n class, may yot liavo a lUtlo lohuro before the winter Is over, by bolng prevented from fol lowing outdoor operations by the wet weather. I therefore submit the fol lowing as a very proper subject for re flection, and, If tho majority shall so conclude, for action, when tho proper timo comes. The subject. is brought up i o spirit of unkindness to tho ;who, " for thu follies or the crimes of others, or their own," aro fed and clothed at ;, ,,, , . ,,, . the public expense; but with a sincere desire to get tho beat possible tmvcr to the questions involved. Last Sunday morning, a man, just lodged In tho common jail of Marion county, remarked to tho olliccr of the law, " Well, this Is Sunday; Isn't if."' " Yes," was the answer. " Well, I sui pose you will give mo something extra lor dinner; I should liko to have a little chicken and a cup of coileo, please." In conversation with the orlleer, I learned that tho man who preferred that modest request is one of a class that is constantly Increasing, who de liberately calculato to board In tho pub lic Jails or the penitentiary, and that this very man got himself committed to this same jail three times during tho week 'of tho last State Feir, evi dently for tlto pucpoe of securing board and lodglug; and I further learn ed that tho public provision for such board bills is such that tho City Mar shal of Salem could, and did, feed tho prisoners with footl cooked iu his own house, which, from the generous char acter of tho man, was every way as good as what ho ate himself. In addi tion to the excellent board which tho public in all these cases nays for, there is. I believe, about eleven dollars of fees and costs attached to eacli commit ment, so that tlto board is the least item in the bill. To tho citizens of Sa lem I submit tlie question: Is this the best modo of reducing the number of necessary commitments'.' Turning to the report of tho Superintendent of tho Penitentiary for 1870, 1 find the first sentence In the report to read thus: "The health of tho prisoners you will find, upon examination of Physician's report, to bo better than the general average of free men, only three deaths having occurred in the past two years." Portlier on, page 16, he says: "My family have boarded at the prison dur ing the greater part or tho past two years, which board I have charged to myself and deducted from my salary." The salary of this officer is $1,800 per year. The City Marshal of Salem gets about the some sum. An examination into the manner of keeping the prison ers will show, I think, that tho public provision for a pleasurable existence so fax as food and shelter and labor aro concerned, is better for the Idle, the vi clous, and tho criminal prisoners, than is attainable by the average industri ous, la w-ablding freeman; and not only so, but the library of religious and mis cellaneous reading to which these crim inals have access is better than that ac cessible to the average farmer's family, and I think careuil inquiries wiU de velop the fact that the cost of the con victs per person (tt Is given in the re port at 48 cents per day) is greater than that indulged in bjr manv, if not most, of the young men of the best families in this State who ate living from home for the purpose f getting an educa tion, farmers, you feed all. These facts are submitted to 3111, with the ques-j tion, Are the present the best means that can be adopted to diminish the numbers of the worst elements of socl cty, and to .encourage the increase of -self-respecting men and woaneo? TrE fflwCEJS. The Wheat Market. The wheat market is scarcely so firm at Liverpool, though there is not much differ ence in rates there. With us the price is de pressed somewhat, perhaps because of some ad vauce In Ocean freights . There is no fixed price here in Halotn, and it may be tj noted at 11.00 to 11.03 per bushel; prices nominal, with no transactions to record. The river has risen about two feet with the late ralas, which was or need, as it was be coming difficult to navigate the upper river. Wheat is rapidly being; conveyed to market, acd the prospect is, If the price holds np, so farmers can haul to market at present rates, there will be really no surplus held over to another harvest. European Grain Market. LoiftWN, Jan. 15. Oats have been doll aad unsettled oespite tunned arrivals; but the scarcity of Hsrrold corn has supported fall price. Cargoes which arrived at the beginning of the week 'held with great tenacity.
