The two houses of Congress meet to count
the electoral votes on the second Wednesday
In February the 14th. Heretofore the vote
lias bpen counted in a few hours, but on this
occasion It Is among tho possibilities, unless
some dollnlto system Is adopted in advance,
that the counting may absorb days, and
even weeks. 1'remislng that a long and ex
cited discussion will occur in Joint session,
it must end within tho sixteen secular days
boforo March 4th, or it will no longor be in
the power of either house of Congress todo

until a new President Is eleclod. The act of
17!'2 on this subject provides that when tho
olfices of President and VIco President shall
both bocomo vacant tho Secretary of Stato

chosen In tho several Slates within thirty
