The Christians hate the Turks, and the Turks hate the Christians. The Turks arc ex tortionate, and the Christians are not disposed either to pay the heavy taxes or to submit to the robberies of Turkish oflleials. And, above all tliU, thero is the question of Servian nationality the nationality of a people who formed once almost us numerous and iiupoituut a principality as Poland. Heivia proper, Herzegovina, .Bosnia, Daliuntia, and Montenegro were once Servian territoiles, and are still inhabit ed almost exclusively by Servian. Even the Croats are a part of the same race, speaking the sauie language, and di tier ing fiom the Herbs piopcr only In being Soman Catholics, while the Peibs be long to the Greek Church.. The Seibs living outside of Montenc gio, and numbering altogether about eight millions., aie divided between Aus tria, Turkey, and Servia proper, the Sul tan eouutiug moie tSiaa four millions of them under his rule. Though thus di vided in point of government possibly, just on account of this division the Serb have always preserved strong'na tiomtt feelings of unity. Had they been left to live the life of an independent na tion, they would probably be constantly fighting with each other, as they did for merly; while now the Serbs of Herze govina, of Bosnia, of Belgrade, of Ragusa, and of Uoeca til Cattaro, profess the same, fraternal feelings to each other as the Poles of Gallicia, Silesia, and Warsaw; and as the government of TurKey is In comparably weaker than thovjof Piussiu and Russia, and the Serb are much bet ter warriois than the Poles, theie It a very fair chance of seeing a Servian kingdom established between the fron tiers of Turkey and Austria. This would he all the more easily done, us there Is already a semi-independent Servian nrlnciuallty existing, around which the whole of the nationality could be collect ed. Up to the present moment, the Serbs under the Austrian rule remain tolerably quiet, but the moment the Serbs of Tur Key snail nave aenievcu meir inuepeii ddnce. the Austrian Serbs will immedi ately rise h. arms, and undoubtedly have the support ot their compatriots outside. Although comparatively better treated than tho Seibs of Turkey, they still have many reasons to complain of the Austrian rule. There cau bo little doubt that had both the Austrian aud the Turkish governments well undei stood thoir truo interests, they would long ago have let the Servians go ml tiff, They are the cause of great expense and of al most constant fighting. But to allow the Servians to become independent would be to begin the work of general dismemberment of these two empires. And that is what the Sultan, the Km no ror Francis Joseph, and, with them, all the other snverefgus of Europe arc afraid of. i' 1. 6'tnt, A DKCIU'.AHE IX IMMIOKATIOX.
