Peter B. Fer nandez, Ban Francisco. By means of a novel device and arrangement of mechanism, the in ventor is enabled to govern and direct the mo tion of a propeller wheel, used either in the air or water, to guide either a balloon or a vessel, dispensing entirely with the use of the rudder or other appliance for steering. The invention patented also relates to the construction of a gasometer and the manner of attaching the car and propeller in such manner that the weight of the former shall be suspended from the most buoyant part of the gasometer, while the propeller is operated in front ot tho smaller and less buoyant end where its ao tion will be most easily felt, and where also It will creak tne force ol a neaa wind, in or der to drive the propeller with facility in any of its positions, the inventor employs a peculiar jointed shaft which oonnects it with the motive power within the ear. The gasometer or bal loon is mado in an elongated, conical form having its front end reduced as near a point as possible, whilo the rear end has a hemispher ical head, similar to the ordinary balloon. The suspending netting is so arranged that the bal loon will stand with Its major axis in a horizon tal position, and from that portion being the most buoyant, the ear is suspended. This re tains it in this position' unless changed by the aotion of the propeller. The propeller is mounted upon a short rigid shaft whloh turns in boxes upon a frame or bar. The rear end of this bar is connected by a hinge link admitting of motion In any direc tion, with the forward end of an inolined bar which extends down to the car and by means of which the whole device is suspended along the lower side of the gasometer. The: shaft upon which the propeller is mounted is driven by a suitable power within the car, and in 'order to admit of a free movtment of the propeller, a flexible connecting shaft is emnloved. By this at range ment this trouble is avoided. In one end of the case is made an opeuing near the bottom and below the par tilioD, through which any broken pieces of glass or other rubbish which may get below the partition may be removed, and which will also allow liquid to run out. The case is provided with a lid, which is secured by a peculiar lnch lock. The lock consists of a plate secured to the inside of the cover, to which a latch is se cured by a bolt, which passes through its cen ter and through the cover of the box. The latch extends on both sides of its otntrnl bolt. A curved Blot is made in the plate neir its edge and a pin on the under side of one end of the latch enters the slot. This pin enters the slot and limits the movement of the latch. A key serves to turn the latch from the ouUide when the lid is down, so as to cause its free end to enter a notch on the upper edge of the front side of the box. Papeb File. F. B. Aldersou, San Jose. This invention relates to an improvement in paper files or holders, such as are used to tem porarily retain newspapers. It consists of two Earallel bars, whioh are connected by standard?, aving rule joints in the ceutre. Springs at eaoh end of the two bars draw them together, when the joints are bent, and the standards will hold the bars apart for the introduction of pa pers, when they are straight, but will shut up and lie concealed when the bars are closed to gether. In order to move the frame and the propeller with facility, four arms are employed which Eroieot from the frame and are slightly curved ackwards. Each arm has an eye at its outer edge, to which cords are secured and lead through fair leaders down to two windlasses, or drums, which are mounted upon the front end of the car, or boat. The cords are led to those windlasses in suoh a manner that on each wind lass one set of cords passes around in opposite directions, so that when one cord is pulled the other will bo slackod off, andono of tho arms will be drawn down while the other will be allowed to move in ths opposite direction; and tho pro poller can bo operated so as to stand at any de sired angle, at the same time being easily rota tod by means of the flexible Bhaft. When it is desired to apply this arrangement to vessels the windlass oan be so arranged as to allow their operating shafts to pass water-tight into the hold of the vessel and tho flexible shafts must also pass through a stuffing box. In the formation of his gasometer for aerial niaohines the inventor proposes to make a hor izontal diaphragm extending through it from end to end. The space above this diaphrgam will contain cas. while tho snace below mav be filled with air. Whenever the gas expands it Is allowed to enter tne lower compartmont and drive ont the air; but when it contracts into the upper compartment, air is again admitted to the lower ono so as to keep the gasometer always distended. This is an improvement in road acraperx, uioro especially that class of scrapers in which tho scraper is suspended be tween two pair of wheels, ho as to extend across tho liuo of travol. The axles of two, pair of wheels are connected by a single coup ling beam, near the middle of whioh is con structed u turn tiiblo from whioh tha scraper U tusponded, so that it hnugs below the beam anil tranhven-oly to tho travel of tho wagon. The turn table is constructed by securing a circular plate by a bolt upon a circular section which is seemed to tho connecting beam. This circular plate- 1ms an arm oxtendiug out on each side, to which n inetul plate is secured, extending out and beyond their ends. To the projecting ends of this plate are hinged hand levers constructed like a bell arauk. A curved rod is secured to the turn table near oach lever, so that it cau bo shifted to raise or lower the scraper at either or both euds, nud fixed lit uuy required position. A strong semi-circuliir metal plate has its euds becured to the rear sido o( tho scraper and connected to it in the middle Direolly iu front of the rear axlo and parallel to it is secured a rod, the ends of which are supported iu braces. The rods extend for ward (rom each end of the curved lod before referred to, so that their forward euds will unite near the scraper aud there secured to tho bar, thus providing a pushing arrrangemeut vthich acts from the rear of the maohiue against tho iniddlo of the scraper. The souii-oircular plate befoie referred to, is provided with nu merous bples aud u brace having one end se cured to eaoh end of the curved rod outside of the braces, while the opposite end in formed iuto a hook. When the scraper has been ad justed, tho hook ends of these braces are se cured iu a eouvement hole in tho plate, so as to hold it in place. Frenchmen have from' time immemorial been guilty of charming ignorance of things geographical, which they never deigned to' apologize for, further'1 than. to Bay that their own country was so interesting that they did not need to travel for matters of inter est. Tho exhibition will be a very imposing affair. All the great countries are well represented. The idea of this international congress was originated in 1869 by the Paris Society, and it was proposed to assemble in Belgium. On ac count of the war the first session could not be held until August, 1870, when there was a large assemblage of notabilities at Antwerp. Eng land was very desirous of securing the second Congress, but as Paris prevailed, a kind of in ternational ooomess took place between Eng land and Franoe, and England has refused to be officially represented. Mr. Oarside, of Southpoit, describes iu the Pharmaceutical Journal of the 19th inst,, the method he suc cessfully employed forrestoringtbe legibility of n letter whloh had been submerged in the wreck of the Schiller, and was quite illegible) uutil submitted to the process described. The letter was carefully brushed over with a solu tion of sulpho-oyanide of potassium (ono in twenty), and then, still damp, held over a dish containing hot bydrochlorio add. The writing was thus developed of a deep red color. The rationale of the process is this: The iron of the ink is precipitated as peroxide upon the libers of the paper, aud remains when all other color ing matters aro washed away. Being in au in soluble form, however,- no etTectis produced by the re-agent until the fumei of the acid have reiitlored it soluble.
