U. S. Economist. The Atlanta Constitution says that several grangos in South Carolina are combining to build a cotton mill on the Saluda river. Upon this suggestion it proceeds to urge the establishment of first, cotton yarn factories at every cross road In the state, for the working up of its cotton productions, which can bo much more economically shipped as yarn than as raw cotton; and, second, of regular cotton factories, as tho yarn mills shall prosper aed accumulate capital as well as attract both it and la bor, and thus stimulate tho production of cotton and all other itrjrricultiinil nm- ducts, by thus making a home market for them. These mills, it says, will cost but ten thousand dollars, and that amount ot money can bo raised in any cotton growing neighborhood. As these experiments prove successful and the opportunity offers, tlie entire water power of tho state is to be used for tho propelling of cotton mills to take tho place of these yarn mills, until Geor gia shall becomo tho Now England of tho South.
