was never, ever intended
for Black people to enjoy

The Skanner: How
early were you aware of
that?
Taylor: My mother
just passed last week...
my mother was raised
by her maternal grand-
father, and I got to meet
him. He died the year af-
ter Martin Luther King
was assassinated. He was
born in 1879, and I re-
member every day when
I came home from school,
he would say “Hey son,
what were your lessons
today?” and he genuinely
wanted to know. I came
in one day and said I
found out that Abraham
Lincoln freed the slaves.
He chuckled and he
said, well son, let me tell
you how it was. He was
born on the plantation
where his parents were
real slaves. He was born
Hurston’s literary con-
tributions during the
Harlem
Renaissance,
a cultural and artistic
movement celebrating
Black identity, were in-
strumental in reshaping
the narrative. Her short
stories, essays and plays,
on a plantation 14 years
after the Emancipation
Proclamation. And he
said, and I’m paraphras-
ing, ‘I was born a slave
and I was raised a slave.
Think about it this way:
If you can’t read, and you
can’t write, and you have
no money and no means,
and you have nowhere
to go and no way to get
there. If some guy off
somewhere signs a piece
of paper that says you’re
free, what does that real-
ly mean? If people have
owned you and your
family and your grand-
parents, for generations,
where’s everybody sup-
posed to go? How will the
culture just automatical-
ly change, just like that?’
And he said it didn’t.
I’m writing my moth-
er’s obituary, and I talk-
ed to a couple of the el-
ders in my family to try
to get some insight into
my mother’s upbringing
and youth. I was talking
to one great-aunt who’s
almost 90 years old, and
she grew up with my
mother.

The City of Dufur, Oregon (Owner) is requesting Bids
for the construction of the following Project: Wastewater
System Improvements Schedule B - 2024
Sealed Bids for the construction of the Project will be
received by Kathy Bostick, City Recorder, at the City of
Dufur City Hall, located at 175 N.E. Third Street, Oregon
97021, until March 19, 2024, at 2:00 p.m. local time. At
that time the Bids received will be publicly opened and
read.
The Project includes the following Work:
The Work for this Contract involves the construction of a
fully functional wastewater treatment system. The scope
includes an influent flowmeter and screening, lift station,
treatment and storage lagoons, chlorination building and
system, effluent pump station, irrigation pump station,
approximately 7-acre center pivot irrigation system, and
all other Work required for a complete and functional
wastewater treatment system as shown on the Drawings
and specified in the Technical Specifications.
The Contract will be subject to the Davis-Bacon Act
(40USC3141-3148) and the applicable provisions of
ORS 279C.800 through ORS 279C.870 (the Oregon
Prevailing Wage Law).
This Project is being funded through the Business Ore-
gon Infrastructure Finance Authority, Clean Water State
Revolving Fund, USDA Rural Development, and the City
of Dufur.

American Iron and Steel
Section 746 of Title VII of the Consolidated Appropria-
tions Act of 2017 (Division A - Agriculture, Rural Develop-
ment, Food and Drug Administration, and Related Agen-
cies Appropriations Act, 2017) and subsequent statutes
mandating domestic preference applies an American
Iron and Steel requirement to this project. All iron and
steel products used in this project must be produced in
the United States. The term “iron and steel products”
means the following products made primarily of iron or
steel: lined or unlined pipes and fittings, manhole covers
and other municipal castings, hydrants, tanks, flanges,
pipe clamps and restraints, valves, structural steel, re-
inforced precast concrete, and Construction Materials.
The following waivers apply to this Contract: De Minimis,
Minor Components, Pig Iron, and Direct Reduced Iron.
