The sweeping bill addresses concerns that the na- tion’s war on drugs had led to the imprisonment of too many Americans for non-violent crimes without adequately preparing them for their return to soci- ety. Its passage in the Senate, by an 87-12 vote on Tues- day, culminates years of negotiations and gives Pres- ident Donald Trump a signature policy victory.
