Manager for the Stormwater System Division within the
Bureau of Environmental Services. The position reports
to the Watershed Services Group Manager and is re-
sponsible for planning, organizing, directing and evaluat-
ing the activities of approximately 25 staff.

Sealed bids for the Firwood Lane Sanitary Sewer Ex-
tension Project, will be received at the office of the Ad-
ministrative Services Director of the City of Forest Grove,
1924 Council Street, P.O. Box 326, Forest Grove, OR
97116, until BID CLOSING at 10:00 AM, local time, on
February 23, 2017. No bids will be received after the
BID CLOSING time. Bids will be publicly opened and
read at the above mentioned location and date at 2:00
PM local time.
This is a sanitary sewer construction project with work
consisting of approximately: 1200 LF of 8”-10” diameter
sewer main line, 4 manholes 8’-20’ deep, 1600 LF of 4”-6”
diameter side sewer piping with connections to existing
buildings, trench resurfacing and asphalt overlay.
Plans and specifications may be examined at the office
of the City of Forest Grove Engineering Department,
1928 Council Street, Forest Grove, OR 97116. A copy of
said documents may be obtained at the above location/
address upon payment of a $65.00 non-refundable fee
(cash or check only).
Each proposal must be submitted on the prescribed form
and accompanied by a certified check or bid bond pay-
able to the City of Forest Grove, in an amount not less
than five percent (5%) of the amount bid. No bids will be
received or considered unless the proposal is properly
completed and signed.
The successful bidder will be required to furnish both
a Performance/Payment Bond and Labor/Material Pay-
ment Bond each (separately) in the full amount of the
Contract price.
Attention is called to the following:
This project is co-financed through the Communi-
ty Development Block Grant Program with funds
obtained from the U.S. Department of Housing and
Urban Development and through the City of Forest
Grove with budgeted City Funds. The contract will be
subject to regulations of the Departments of Labor
and Housing and Urban Development.
Attention is called to the Federal Provisions for Equal
Employment opportunity, HUD Section 3 Require-
ments, and the minimum wages as set forth in the
contract documents.
Contractor, its subcontractors, if any, and all employers
working under the Contract are subject employers un-
der the Oregon Workers’ Compensation Law and shall
comply with ORS 656.017, which requires them to pro-
vide workers’ compensation coverage for all their subject
workers.
Contractor and all subcontractors must be registered with
the Oregon Construction Contractors Board (in compli-
ance with ORS 701.055) and/or the Landscape Contrac-
tors Board (in compliance with ORS 671) prior to bid
opening.

firms to provide construction services for tenant improve-

Project Description: The Liberty Bank Building
is a planned six story mixed use project with five
stories of residential space (115-Residential Units)
above a one-story podium. The building will provide
affordable housing (a mix of two-bedroom, one-bed-
room, and studio units), residential lobby and interi-
or amenity spaces, an outdoor at grade landscaped
courtyard and roof terrace, onsite building manag-
er office, street level retail space and parking. This
project is being developed by Capitol Hill Housing.
The building is located in the Central District Neigh-
borhood of Seattle on the corner of E. Union St. and
24th Ave.
WMBE Outreach Goals: Capitol Hill Housing and
their Community Partners have a minimum WMBE
Subcontracting goal of 21% of the $12,000,000
worth of subcontracting work on this project.
Bond/Insurance Requirements: There are no
bonding requirements and Walsh Construction will
provide support services to walk through the insur-
ance, estimating, and payroll requirements.
