Bear Spray Attack
According to police reports and interviews, on Sept. 13 three young African American boys were
pepper sprayed while sitting in a parked car waiting for their mother at Northeast 9th and
Killingsworth, by an attacker who rode up on a bike, sprayed pepper spray through an open window
and yelled racial epithets at them. The crime is being investigated by Portland Police Bureau’s bias
crimes unit.
Community members rallied to support the family of three African American boys who were pepper
sprayed last week at the intersection of Northeast 9th and Killingsworth, raising more than $11,000
to help the family replace its car and to assist with medical and other expenses.

Jackson Wins Whiting Award
In March the Whiting Foundation announced Mitchell S. Jackson’s autobiographical novel, “The
Residue Years,” had won the 2016 Whiting Award for Fiction. This award goes to the best emerging
writers selected by a committee of writers, academics and editors. Jackson grew up in Northeast
Portland and graduated Jefferson High School in North Portland, and “The Residue Years” takes place
in Portland’s historically Black North and Northeast Portland neighborhoods during the 1990s.

CIVIL RIGHTS ATTORNEY
Attorney Howard Moore, Jr. earned his B.A. degree in 1954 from
Morehouse College, and his LL.B. degree from Boston University School
in Law. In 1962 he joined the Atlanta law firm of Moore, Alexander and
Rindskopf. As one of only 10 black lawyers in Georgia, Moore worked
long hours and traveled on Sundays with Vernon Jordan. Moore has
represented both Julian Bond (1966) and Angela Davis (1971-1977).
