There are also some positive developments in education.
The Flamboyan Foundation Family Engagement Project,
based in Washington, D.C., partners with schools to foster
collaboration between school administrators and families
on behalf of students. Over the 2010 and 2011 school years,
their partner schools saw an 80 percent decrease in short-
term suspensions.
Boston’s Smart Start Inc., seeks to narrow the achieve-
ment gap by supporting families raising infants to 5-year-
olds. On the Ages and Stages Questionnaire for school
readiness (an assessment tool designed for parents’ private
use), their 5-year-olds earned perfect scores in communica-
tion, problem-solving, and personal and social skills—
despite living in impoverished conditions.
The authors of Being Black Is Not a Risk Factor note that
while African American children living in poverty are
affected by their life experiences, their aptitudes and
strengths can still be capitalized upon for academic gain.
Furthermore, teaching styles that include a warm person-
al relationship, culturally significant lessons, and engaging
learning methods have a measurable, positive impact on
Black students’ outcomes, especially for boys.
And, most importantly, according to the report, parents
and teachers have the power to shape Black children’s long-
term educational success at any time, even before birth and
the preschool years, all the way through grade 12.
Ivory A. Toldson said, “It is, as always, about relation-
ships – the difference-makers who can raise our children
up, and the standardized tests that can bring them down.”

nity College is soliciting bids for the construction of the
Center for Student Success in Eugene, Oregon. Terms
and conditions of the bid are outlined in Lease Crutcher
Lewis, LLC (CM/GC) “Invitation to Bid”, dated November
8, 2013, attached to and made a part of the Contract
Documents.
Bids will be received at the offices of Lease Crutcher
Lewis, LLC, (CM/GC), 550 SW 12th Avenue, Portland,
Oregon 97205, until 3:30 PST, November 26, 2013 at
which time the bids will be publicly opened and read
aloud. Proposals shall be clearly marked “Center for
Student Success: Bid Package #__1__”
The total building construction cost is projected to be
approximately $26 million.
The scope of work for Bid Package #1 includes Demoli-
tion of the elevated concrete structures, specifically the
elevated terraces and the central stair on the West ele-
vation of the Center Building for Lane Community Col-
lege.
A mandatory pre-bid conference for the Exterior Ele-
vated Demolition scope of work (optional for
remaining scopes), will be held on November 15th at
1:00 pm at the jobsite location on the Lane Commu-
nity College Campus at NW corner of Center Build-
ing. (approximate address for reference is 4000 E.
30th Ave, Eugene, OR 97405).
