The drug also would be taxed at every stage, from grow-
ing and processing to selling. State studies were done show-
ing legalization could bring in half a billion dollars a year
for schools, health care and substance-abuse prevention.
The list of co-sponsors was unimpeachable: Steves,
McKay, Seattle City Attorney Pete Holmes, the former top
public health officer for Spokane County, two past presi-
dents of the state bar association, a top University of Wash-
ington addiction expert. The Seattle Times’ editorial page
offered its own endorsement.
National drug-policy reform groups also were focusing
on 2012. The New York-based Drug Policy Alliance saw
campaigns developing in three states _ Washington, Col-
orado and Oregon _ and it had the money on-the-ground
advocates so desperately needed. The alliance is funded in
part by billionaire and longtime liberal political donor
George Soros, who came out in favor of marijuana legal-
ization in 2010.
The organization chipped in more than $1.6 million in
Washington. The Washington, D.C.-based Marijuana Policy
Project gave $1 million in Colorado.
Then came another big donor. Peter Lewis, the founder of
Progressive Insurance, had used marijuana after a leg
amputation and had been a big contributor to medical mar-
ijuana campaigns. His people initially told Holcomb they
didn’t think I-502 would pass, but then he offered a match:
If they could raise $650,000, he’d kick in $250,000. New
Approach Washington met the goal, and Lewis became the
campaign’s biggest donor, responsible for more than $2
million of the $6 million raised.

Sealed bids will be received by the City of Camas,
Office of the Finance Department, 616 NE 4th Avenue,
Camas, Washington, 98607 until 9:00 A.M. Monday,
December 31, 2012 and will then and there be publicly
read for the construction of the improvement.
All bid proposals shall be accompanied by a bid pro-
posal deposit in cash, certified check, cashier’s check,
or surety bond in an amount equal to five percent (5%)
of the amount of such bid proposal. Should the suc-
cessful bidder fail to enter into such contract and fur-
nish satisfactory performance bond within the time
stated in the 2012 WSDOT Standard Specifications,
the bid proposal deposit shall be forfeited to the City of
Camas.
Bid packages may be picked up in the Camas City
Hall, Public Works Department located at 616 NE 4th
Avenue, Camas, Washington after 10:00 a.m. on
Wednesday, December 5, 2012. Plans and Specifi-
cations may be purchased for $105.00 ($113.82
including tax) both of which are non-refundable. Reg-
istration as a planholder is required to obtain Contract
Addenda.

The RFP for CMGC services is hereby modified as fol-
lows:
1. The date of the pre-proposal meeting and the due date
for the proposal is temporarily put on hold.
2. It is anticipated Addendum Two will be issued shortly
that established new dates for the pre-proposal meeting
and due date for the proposal. Addendum Two will likely
also clarify or change other aspects of the RFP.

This contract provides for the improvement of NW
38th Avenue and SE 20th Street by adding 1,530 LF
of new roadway and reconstructing 1,840 LF of
existing roadway on NW 38th Avenue, including
clearing and grubbing, roadway excavation,
stormwater, sewer, and waterline improvements,
retaining walls, paving with HMA, irrigation sys-
tem, erosion control, curb/gutter, sidewalk, traffic
control, pavement marking, illumination system,
traffic signal system, landscaping, wetland mitiga-
tion work, construction of two stormwater facili-
ties, and other related items in accordance with
the attached Contract Plans and Contract Provi-
sions, and the Standard Specifications.

The Work shall be physically complete within 145
working days after the commencement date stated in
the Notice to Proceed. All bidding and construction is
to be performed in compliance with the Contract Provi-
sions and Contract Plans for this project and any
addenda issued thereto that are on file at the office of
the City Clerk, Camas City Hall, Camas, Washington.
Financing of the Project has been provided in part by
a grant from the Federal Highway Administration
(FHWA). All FHWA requirements or provisions must
be met by the General Contractor and all Subcontrac-
tors. All work performed on the project will be subject
to the higher of the State or Federal Prevailing Wage
Rates.
In an effort to maximize the creation of American jobs
and restoring economic growth, the City of Camas
encourages the use of products and services that are
made in the United States of America whenever and
wherever possible.
The City of Camas in accordance with Title VI of
the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C.
2000d to 2000d-4 and Title 49, Code of Federal
Regulations, Department of Transportation, subti-
tle A, Office of the Secretary, Part 21, nondiscrimi-
nation in federally assisted programs of the
Department of Transportation issued pursuant to
such Act, hereby notifies all bidders that it will
affirmatively insure that in any contract entered
into pursuant to this advertisement, disadvan-

E-Verify Requirements:
Per City of Camas Ordinance No. 2626, as a condition
for the award or renewal of any contract after January
1, 2012, the Contractor shall enroll in the E-Verify pro-
gram through the United States Department of Home-
land Security and thereafter shall provide the City with
a copy of the Memorandum of Understanding (issued
by Homeland Security), submitted with their bid pro-
posal, affirming their enrollment and participation in
the program. The Contractor shall be required to con-
tinue their participation in the program throughout the
course of their contract with the City. Prime contrac-
tors shall require and verify that each of their subcon-
tractors and lower tiered subcontractors are also
enrolled and participants in the E-Verify program. This
is intended to be used exclusively for employees hired
after award and for the duration of the contract with the

Department of Homeland Security in partnership with
