Civil Liberties Union of Washington state. The ACLU
chapter recognized that voter education would be crucial
to any future reform, especially after polling revealed that
many voters didn’t even know Washington had a medical
marijuana law.
National drug-policy reform groups also were focusing
on 2012. The New York-based Drug Policy Alliance saw
campaigns developing in three states — Washington, Col-
orado and Oregon — and it had the money on-the-ground
advocates so desperately needed. The alliance is funded in
part by billionaire and longtime liberal political donor
George Soros, who came out in favor of marijuana legal-
ization in 2010.
The organization chipped in more than $1.6 million in
Washington. The Washington, D.C.-based Marijuana Pol-
icy Project gave $1 million in Colorado.
Then came another big donor. Peter Lewis, the founder
of Progressive Insurance, had used marijuana after a leg
amputation and had been a big contributor to medical
marijuana campaigns. His people initially told Holcomb
they didn’t think I-502 would pass, but then he offered a
match: If they could raise $650,000, he’d kick in
$250,000. New Approach Washington met the goal, and
Lewis became the campaign’s biggest donor, responsible for
more than $2 million of the $6 million raised.
The money ensured that Washington’s activists could keep
their message on air, and they did so effectively.
The first television ad, which aired last summer, featured a
middle-aged mom saying that she didn’t like marijuana, but

Sealed bids will be received by the City of Camas,
Office of the Finance Department, 616 NE 4th Avenue,
Camas, Washington, 98607 until 9:00 A.M. Monday,
December 31, 2012 and will then and there be publicly
read for the construction of the improvement.
All bid proposals shall be accompanied by a bid pro-
posal deposit in cash, certified check, cashier’s check,
or surety bond in an amount equal to five percent (5%)
of the amount of such bid proposal. Should the suc-
cessful bidder fail to enter into such contract and
furnish satisfactory performance bond within the time
stated in the 2012 WSDOT Standard Specifications,
the bid proposal deposit shall be forfeited to the City of
Camas.
Bid packages may be picked up in the Camas City
Hall, Public Works Department located at 616 NE 4th
Avenue, Camas, Washington after 10:00 a.m. on
Wednesday, December 5, 2012. Plans and Specifi-
cations may be purchased for $105.00 ($113.82
including tax) both of which are non-refundable. Reg-
istration as a planholder is required to obtain Contract
Addenda.

retaining walls, paving with HMA, irrigation sys-
tem, erosion control, curb/gutter, sidewalk, traffic
control, pavement marking, illumination system,
traffic signal system, landscaping, wetland mitiga-
tion work, construction of two stormwater
facilities, and other related items in accordance
with the attached Contract Plans and Contract Pro-
visions, and the Standard Specifications.
