Trades were selected through a competitive RFP
process. The project includes the demolition of an
existing building, sitework/utilities and the construc-

Democrats are also trying to retake an office that has been
held by the GOP since 1965. Sam Wright of the Human
Rights Party, Karen Murray of the Constitution Party and
David Anderson, who didn’t list a party preference, are also
on the ballot.
Wyman, Thurston County’s auditor since 2001, said she
wants to continue the work Reed has done. Reed was wide-
ly praised for his oversight of the 2004 gubernatorial
recounts in a highly charged political environment.
``Even though it was tough, he followed the law,’’ said
Wyman, adding that she would run the office in a political-
ly neutral way. ``We’ve seen states like Florida and Ohio
where you had partisan secretaries of state that affected the
integrity of the elections process.’’

Separate sealed bids for the CAMPEN CREEK CUL-
VERT REPLACEMENTS AND STORM MODIFICA-
TIONS project consisting of:
The replacement of three corrugated metal pipe culvert
systems along Campen Creek at ‘M’ Street, a private
drive south of ‘M’ Street, and ‘J’ Street with precast con-
crete three sided culvert structures. Other improvements
include storm sewer improvements on ‘Q’ Street and ‘J’
Street in the vicinity of 39th Street and includes the
installation of new manholes along the existing storm
sewer main, replacing catch basins and laterals, and
installing a new ditch inlet with lateral. Roadway improve-
ments at the culvert replacement locations include the
reconstruction of parts of 39th Street, ‘M’ Street and ‘J’
Street including sidewalk, curb and gutter, striping, and
surface restorations. Other improvements include the
installation of a new guardrail system and waterline relo-
cations

This project will require enrollment and participation in
the “E-Verify” program through the Department of Home-
land Security. “E-Verify” enrollment will apply to both the
successful contractor and their respective subcontrac-

All bid proposals shall be accompanied by a bid propos-
al deposit in cash, certified check, cashier's check, or
surety bond in an amount equal to five percent (5%) of
the amount of such bid roposal. Should the successful
bidder fail to enter into such contract and furnish satis-
factory performance bond within the time stated in the
specifications, the bid proposal deposit shall be forfeited
to the City of Washougal. No bid will be considered
unless fully completed in the manner provided in the
"Instruction to Bidders" upon the bid form provided by the
