different immigrant groups, but
what I find frustrating is what
they’re saying to immigrants,
they’re putting fear out there,”
Lathim said.
Lathim said immigrant right
groups like to point to data show-
ing that significant percentages of
people deported after being
flagged don’t have a criminal con-
viction. He said that counties don’t
like to spend money bringing their
own charges against detainees if
their legal status will lead to
deportation anyway.
“OneAmerica throws out this
figure like there’s some horren-
dous injustice being done here,”
he said.
But Toby Guevin, a policy man-
ager for OneAmerica, says the
impact on the bottom line for
counties is yet to be seen. He says
that if a person is under an immi-
gration hold in a county jail
because of a minor offense
flagged by Secure Communities,
the person remains there until
agents pick them up, which might
bring about additional expenses
for the county.
“I think that’s at the core we’re
saying let’s hold off entering any
agreements,” Jayapal said. “ICE
shouldn’t push it until their own
investigations are concluded... If
you don’t have community trust,
you don’t succeed.”

Manager/General Contractor (CM/GC) for Lane
Community College is soliciting bids for the construction
of the Lane Community College Downtown Campus in
Eugene, Oregon. Terms and conditions of the bid are
outlined in Lease Crutcher Lewis, LLC (CM/GC)
“Invitation to Bid”, dated July 18, 2011, attached to and
made a part of the Contract Documents.
Sealed proposals for furnishing all materials, labor and
equipment for the following described work will be
received by the City of La Center at 214 E. 4th Street, La
Center, WA 98629 by August 2, 2011 at 3 PM. If for-
warded by mail, the sealed envelope containing the pro-
posal shall be enclosed in another envelope addressed
to the City of La Center, 214 E. 4th Street, La Center,
Washington 98629. Bids will not be accepted via fac-
simile or electronic mail. Each proposal shall be com-
pletely sealed in a package addressed as required. At

PROJECT DESCRIPTION: Project consists of road
reconstruction on 6th Street from Cedar – Elm Avenue
and Dogwood Avenue from 5th – 6th Street. A pervious
concrete pedestrian path will be installed on the three
above mentioned blocks separated from the road by a
planter strip.
This project is financed through the Community
Development Block Grant program with funds obtained
from the U.S. Department of Housing and Urban
Development. This contract will be subject to regulations
of the Department of Labor and Housing and Urban
Development. Attention is called to federal provisions for
Equal Employment Opportunities, HUD Section 3,
requirements and the minimum wages as set forth in the
contract documents.
The issuing office for Contract Documents is City of La
Center Public Works, 419 E. Cedar Ave., Ste. A201, La

able starting July 13, 2011. There will be a $25 fee for

ifications, and each must be accompanied by a certified
or bank check or bidder’s bond, by a bonding company
licensed to do business in the State of Washington,
made payable to the City of La Center in an amount not
less than five percent (5%) of the total bid. Work shall be
completed within 40 working days after receipt of Notice
to Proceed.
State Sales Taxes -- the provisions of Section 1-07.2(1)-
Rule 171 – apply to this project. The Contractor shall
include Washington State Retail Sales Taxes in the vari-
ous unit bid prices for purchases of materials, equip-
ment, and supplies used or consumed in completing the
project.
All construction and material, unless otherwise specified,
shall be in accordance with the 2010 Standard
Specifications and Standard Plans for Road, Bridge and
Municipal Construction as prepared by the Washington
State Department of Transportation and as amended
under Amendments to the Standard Specifications, and
the American Public Works Association, and the City of
La Center Engineering Standards for Construction.
