Sealed proposals for furnishing all materials, labor and
equipment for the following described work will be
received by the City of La Center at 214 E. 4th Street, La
Center, WA 98629 by August 2, 2011 at 3 PM. If for-
warded by mail, the sealed envelope containing the pro-
posal shall be enclosed in another envelope addressed
to the City of La Center, 214 E. 4th Street, La Center,
Washington 98629. Bids will not be accepted via fac-
simile or electronic mail. Each proposal shall be com-
pletely sealed in a package addressed as required. At
this time the sealed bids will be publicly opened and

The Parks and Environmental Services Department of
Metro, a metropolitan service district organized under the
laws of the State of Oregon and the Metro Charter, locat-
ed at 600 NE Grand Avenue, Portland, OR 97232-2736,
is requesting sealed bids for roof replacement for the
Household Hazardous Waste (H2W) facility at Metro
Central Transfer Station.
PROJECT DESCRIPTION: Project consists of road
reconstruction on 6th Street from Cedar – Elm Avenue
and Dogwood Avenue from 5th – 6th Street. A pervious
concrete pedestrian path will be installed on the three
above mentioned blocks separated from the road by a
planter strip.
Metro seeks an experienced contractor to replace the
roof on the Household Hazardous Waste (H2W) Facility
at Metro Central Transfer Station, located at 6161 NW
61st Ave., Portland, Oregon 97210.
The building was constructed in 1993. It has a flat roof
area of approximately 4,658 square feet. The roof con-
sists of open web joists and steel decking, with a tapered
built-up Manville roof system. The building has fans,
chillers and other HVAC equipment on most of the lower
levels.
Approximately 2,510 square feet of roof are relatively
free of equipment and other obstacles. It is in this area
that Metro desires to have a “green roof” installed.
The work consists of removal and replacement of the
existing built-up roof of approximately 4,658 square feet,
with a Thermoplastic Olefin (TPO) fully-adhered roof sys-
tem. Approximately 2,510 square feet of the total roof will
be covered with a “green roof,” consisting of vegetated
area with lightweight soil not to exceed 16 lbs. per square
foot (PSF) when fully saturated.
All bids must be submitted in sealed envelopes which
clearly identify the item(s) as stated in the RFB. Bidding
documents, (including plans and specifications depicting
the work) may be viewed on Metro’s website at
http://www.oregonmetro.gov under “Doing Business
With”, then “Requests for Bids and Proposal”.
Metro may accept or reject any or all bids, in whole or in
part, or waive irregularities not affecting substantial
rights if such action is deemed in the public interest.

National College of Natural Medicine is seeking an
adjunct faculty member to teach the Herbs I-III course

Development Block Grant program with funds obtained
from the U.S. Department of Housing and Urban
Development. This contract will be subject to regulations
of the Department of Labor and Housing and Urban

be submitted on the regular form furnished with the spec-
ifications, and each must be accompanied by a certified
or bank check or bidder’s bond, by a bonding company
licensed to do business in the State of Washington,
made payable to the City of La Center in an amount not
less than five percent (5%) of the total bid. Work shall be
completed within 40 working days after receipt of Notice
to Proceed.
State Sales Taxes -- the provisions of Section 1-07.2(1)-
Rule 171 – apply to this project. The Contractor shall
include Washington State Retail Sales Taxes in the vari-
ous unit bid prices for purchases of materials, equip-
ment, and supplies used or consumed in completing the
project.
All construction and material, unless otherwise specified,
shall be in accordance with the 2010 Standard
Specifications and Standard Plans for Road, Bridge and
Municipal Construction as prepared by the Washington
State Department of Transportation and as amended
under Amendments to the Standard Specifications, and
the American Public Works Association, and the City of
La Center Engineering Standards for Construction.
The CITY OF LA CENTER reserves the right to cancel
this request or reject any and all bids received or to waive
any minor formalities of this call if in the judgment of the
City Council the best interest of the City would be
served.
