‘lettuce grow’ Brings gardening Classes to Prisons

I
n seven Oregon state
prisons, one job assign-
ment has become an
especially
sought-after
assignment. At one prison,
you have to be all but a lifer
to get on the team.
The
prison
garden,
according to a number of
program
administrators
around the state, has
become a way for inmates
to learn new skills, cooper-
ate on a project and help
feed themselves and their
communities.
While there haven’t been
any studies completed on
the effect the program has
on recidivism or aggression,
administrators say they see
a difference in the attitudes
of the inmate gardeners.
“It’s been very positive,”
says Dale Ahlstrom, physi-
cal plant manager at
Columbia River Correct -
ional Institution.
For the last two years, the
Lettuce Grow program has
been a driving force behind
seven prison gardens in the
state of Oregon. In addition
to finding donated seeds,
soil amendments, and vol-
unteers, program founder
Sarah Patterson helped
bring in a University Master
Gardener class to each of
the facilities.
More than 60 percent of
the produce from gardens is
used in the prison cafeteria.
The rest is donated to the
Oregon
Food
Bank.

INVITATION TO BID
Sealed proposals (“Bid”) for the JUANITA POHL CEN-
TER ADDITION AND RENOVATION PROJECT will be
received by the City of Tualatin (County of Washington,
State of Oregon) until the 21st day of July, 2011 at 2:00
pm, local time (“Bid Closing”) at 18880 SW Martinazzi

Bids will be publicly opened and read aloud ("Bid

OTHER BID REQUIREMENTS:
This contract and the work it will carry out is being
funded in whole or in part with funding from the U.S.
Department of Housing and Urban Development
through the Washington County Office of Community
Development CDBG program. Davis-Bacon federal
prevailing wages will apply, Section 3 requirements will
apply, and MBE/WBE subcontractors are encouraged
to apply.
No proposal for a construction contract shall be
received or considered by the City unless the firm is
registered with the Construction Contractors Board or
is licensed by the State Landscape Contractors Board,
as applicable, as specified in OAR 137-049-0230.
Proposals must be made upon the Proposal form
bound in the Contract Documents and must be accom-
panied by a certified check or proposal bond payable to
the City of Tualatin (County of Washington, State of
Oregon) in an amount not less than ten percent (10%)
of the total amount of the bid.
This is a contract for a public work, subject to ORS
279C.800 to 279C.870. No bid will be received or con-
sidered unless the bid contains a statement by the
Bidder as part of the bid as follows: “Contractor agrees
to be bound by and will comply with the provisions of
ORS 279C.840 or 40 U.S.C. §276a.” The state prevail-
ing wage rates as of June 23, 2011 as published by the

The Owner reserves the right to reject any or all bids
and to waive all informalities. No bidder may withdraw
or modify his bid after the hour set for the opening and
thereafter until the lapse of forty-five (45) days from the

Notice is hereby given that the work site contains per-
mit-required confined spaces and that permit space
entry is allowed only through compliance with a permit
space program meeting the requirements of OAR
Chapter 437 – Department of Insurance and Finance,
1919.146 Permit-Required Confined Spaces and/or the
requirements of OAR 437, Division 3 Construction,
whichever applies. Permit spaces on the work site may
consist of, but not be limited to, manholes and trench-
es. The contractor shall provide written documentation,
after award, regarding the permit space program the
contractor will follow.
The contractor and subcontractors are not required to
be licensed under ORS 468.883 for asbestos abate-
ment.
The Bidder will declare by signing of the Proposal that
the Bidder has not discriminated and will not discrimi-
nate against minority, women, or emerging small busi-
ness enterprises in obtaining any required subcon-
tracts. Failure to do so shall be grounds for disqualifi-
cation.
RIGHT OF REJECTION: The City of Tualatin reserves
the right to reject any bid not in compliance with all pre-
scribed public procedures and requirements, and may
reject for good cause any or all bids upon a finding that
it is in the public interest to do so. Bids cannot be with-
drawn within forty-five days (45) after the Bid Closing.
WRITTEN ADDENDA: The City reserves the right to
make changes to the Invitation to Bid and the Contract
Documents by written addenda prior to the Bid Closing.
Addenda shall be made available to all contractors who
have purchased a copy of the Contract Documents, as
provided in the Contract Documents.
