Lease Crutcher Lewis, LLC, serving as the Construction
Manager/General Contractor (CM/GC) for Lane
Community College is soliciting proposals from qualified
Mechanical and Electrical Subcontractors for the pre-
construction services and construction of the Lane
Community College Downtown Campus in Eugene,
Oregon. Terms and conditions of the proposal are out-
lined in Lease Crutcher Lewis, LLC (CM/GC) “Request
for Proposal”, dated April 6, 2011, attached to and made a
part of the Contract Documents.
Position will assist the Dean and Director of
Development in securing support for the programs and
facilities of the School of Fine and Performing Arts.
Primary focus will be to assist with constituent contacts,
proposals, and plans, as well as donor acknowledge-
ment and stewardship, working all annual fund activities,
designing FPA Calendar of Events, developing and
maintaining FPA website, and event coordination.
Proposals will be received at the offices of Lease
Crutcher Lewis, LLC, (CM/GC), 600 SW 10th Avenue,
Suite 310, Portland, Oregon 97205, until 2:00 P.M.
PST, April 26th at which time the proposals will be
privately opened. Proposals shall be clearly marked
“Lane Community College Downtown Campus”
REQUEST FOR PROPOSAL
The total building construction cost is projected to be
approximately $39 Million.
Human Resources Consultant.
The scope of work for this proposal includes mechanical
and electrical work only for the construction of a new 4
story 92,000 SF academic building and new 6 story
90,000 SF housing building for Lane Community
College. In accordance with Oregon Administrative Rule
(OAR) 580-063-0020, Lewis will use the request for pro-
posals (RFP) competitive procurement process to select
and enter into a Contract with a Mechanical and an
Electrical firm.
Oregon Manufacturing Extension Partnership, Inc.
(OMEP) desires the services of a firm to perform human
resources, payroll benefit administration, and other relat-
ed services. Women Owned, Minority Owned, and
Emerging Small Businesses are encouraged to apply.

Lewis intends to enter into a contract with the selected
firms for work that will initially include Preconstruction
Phase Services only, for the scope of work. There are
provisions for adding Construction Phase Services for
the Academic Building and/or the Housing Building at the
sole discretion of Lewis through acceptance of a
Guaranteed Maximum Price (GMP) by contract amend-
ment.
Lewis, in partnership with Lane Community College and
Robertson Sherwood Architects will evaluate each
Proposal with respect to the evaluation criteria outlined in
the Lease Crutcher Lewis, LLC (CM/GC) “Request for
Proposal”, dated April 6, 2011. At its sole discretion, Lewis
may elect to short list and interview finalists in order to
more fully understand the relative qualifications.
This RFP does not commit Lewis to enter into any agree-
ment, to pay any expenses incurred in preparation of any
response to this request, or to procure or contract for any
supplies, goods or services. Lewis reserves the right to
accept or reject any or all proposals not in compliance
with the RFP or if it is in the public interest to do so.
A mandatory pre-bid conference for Mechanical, and
Electrical Subcontractors will be held at the Project
Site, located at the intersection of 10th and
Charnelton in Eugene, Oregon on April 14th, 2011 at
9:00 A.M. PST.
All proposers must comply with the following require-
ments: Prevailing Wage Law, ORS 279C.800-279C.870,
Licensed with Construction Contractors Board ORS
671.530. Bidder shall indicate Resident Status per ORS
279A.120. If Required, Proposers must obtain business
licenses to perform work in the City of Eugene prior to
mobilizing on jobsite.
Proposals will not be considered unless RECEIVED
by 2:00 P.M. PST on April 26th, and fully completed
in the manner provided by the “Instructions to
Proposers”.

ERB Memorial Union Expansion and
Renovation
University Of Oregon
The University of Oregon is soliciting qualifications from
architectural firms interested in providing design through
post-construction services for the Erb Memorial Union
(EMU) Expansion and Renovation project on the
University of Oregon campus in Eugene, Oregon.
Briefly, the project, as currently envisioned, includes sub-
stantial renovation of the better functioning and
repairable portions of the building, likely to include
preservation of sections most historically and architec-
turally compelling, and demolition, reconstruction, and
seismic strategies for the remainder of the building. The
vision is to create an expanded university center, provid-
ing programs, services, and spaces that are fully aligned
with and supportive of the academic mission and values
of the institution. Renovation of the Erb Memorial Union
will create a modern campus venue where cultural,
social, and intellectual activities are celebrated.
Completion of the Project will make a substantial contri-
bution to development of campus. The new EMU will
feature formal and informal spaces that are welcoming to
campus and community constituencies and announce
the EMU as the central hearth of campus.
Architectural firms responding to the Request for
Qualifications (RFQ) must have an office location in
Oregon and be licensed or have an application in
process to practice architecture in Oregon.
