teen Sues Seattle PD
A
17-year-old who was
violently kicked in the
ribs and face by an
undercover Seattle police offi-
cer is asking the city to pay
$450,000 in damages.
The assault was captured on a
video surveillance system
inside a convenience store dur-
ing a drug bust that involved
multiple individuals in down-
town Seattle. In the video, the
underage teen is seen raising his
hands as plainclothes officer
James Lee enters the store.
Within seconds Lee swiftly
kicks the child’s ribs and mid-
section several times, then lands
an additional kick to the face as
the boy fell to the ground.
Prosecutors have charged the
teen as an accomplice to an
assault.
Speaking to KOMO-TV, the
boy’s attorney, Christopher
Carney, says that “the force
was, by any reasonable meas-
ure, wildly excessive.”
Carney says the teen has a
criminal record, but that is no
excuse for the way the officer
acted that night.

The Parks and Environmental Services Department of
Metro, a metropolitan service district organized under the
laws of the State of Oregon and the Metro Charter, locat-
ed at 600 NE Grand Avenue, Portland, OR 97232-2736,
is requesting sealed bids to replace Brainard Cemetery
Retaining Wall.
Bids are due by close of business on March 3, 2011, in
Metro’s business offices at 600 NE Grand Avenue,
Portland, OR 97232-2736, Attention: Dan Kromer, RFB
11-1827.
A Voluntary Pre-Bid Conference is scheduled for all
potential primes and sub-contractors on Thursday,
February 24, 2011, at 10:00 a.m. at Brainard Cemetery
located at NE 90th Ave. and NE Glisan St., Portland,
Oregon.
All bids must be submitted in sealed envelopes which
clearly identify the item(s) as stated in the RFB. Bidding
documents, (including plans and specifications depicting
the work) may be viewed on Metro’s website at
http://www.oregonmetro.gov under “Doing Business
With”, “Requests for Bids and Proposal” or at Metro, 600
NE Grand Ave., Portland, OR from 8:30 a.m. until 4:30
p.m., Monday through Friday by calling Dan Kromer at
(503) 797-1844.
The contract contemplated consists of replacing a retain-
ing wall at Brainard Cemetery located at NE 90th Ave.
and NE Glisan Street, Portland, Oregon.
Metro may accept or reject any or all bids, in whole or in
part, or waive irregularities not affecting substantial
rights if such action is deemed in the public interest.
