General Function: Carry out innovative empowerment-
based approach to assist youth in foster care to suc-
cessfully transition to adulthood, including collaboration
with agencies that serve these youth.
Compensation: These are half- to full-time (.50-1.0
FTE) positions with a starting annual full-time salary
range between $45,000 and $48,996, with excellent ben-
efits package including fully paid health care; generous
retirement and vacation packages; and reduced tuition
rates.

per set if picked up in person or $50 per set if mailing or
delivery is requested. Informational copies of maps,
plans, and specifications are on file for inspection in the
office of the Engineer, Vancouver, Washington.
A non-mandatory pre-bid conference will be held on
February 2nd, 2011 at 10:00 A.M. at the Council
Chambers located at City Hall. The conference will
include a visit to the existing and proposed reservoir
sites.
This project will require enrollment and participation in
the “E-Verify” program through the Department of
Homeland Security. “E-Verify” enrollment will apply to
both the successful contractor and their respective sub-
contractors.
All bid proposals shall be accompanied by a bid propos-
al deposit in cash, certified check, cashier's check, or
surety bond in an amount equal to five percent (5%) of
the amount of such bid proposal. Should the successful
bidder fail to enter into such contract and furnish satis-
factory performance bond within the time stated in the
specifications, the bid proposal deposit shall be forfeited
to the City of Washougal. No bid will be considered
unless fully completed in the manner provided in the
"Instruction to Bidders" upon the bid form provided by the
Engineer.
2011 Contracting Opportunity for Professional
Engineering and Consulting Projects
During the calendar year 2011, Clark County Public
Transportation Benefit Area (C-TRAN) anticipates proj-
ects, which may require “on call” services of engineering,
architectural, or other professional nature. C-TRAN will
categorize “on call” services as those that are incidental,
on a case-by-case basis, and costing no more than
$25,000 per project. The following list of projects may be
addressed by C-TRAN, on an “on call” basis during the
upcoming year.

Interest and Qualifications on or before March 21, 2011.

Statements should include a brief letter of introduction
and a resume. Please limit the response to no more than
