Election Oratory Echoes Across Piazzas
Red, Blue, Yellow Banners
Fly Over Italian Streets
By EUGENE LEVIN
or Uia AaaocUted Praia
- ROME The din of election
oratory echoes across thousands
of Italian piazzas this weekend.
"Our party is truly Catholic,
vote (or us," shouts the Fascist
campaigner.
"The Pope is for peace, so
are we," cries the Communist
"A vote for us is a vote for
a center-left government," says
a Christian Democrat.
Red, blue and yellow party
banners hung across streets.
Autos with loudspeakers cruised
through residential areas. Cam
paign pamphlets littered side
walks. For the first time in a
parliamentary election, Italy's
state Radio-TV network gave
campaigners a chance to -carry
their pleas into the voters'
homes.
All campaigning must end
Friday night. Then comes a day
of silence reserved for quiet
reflections before the two days
of polling, April 28-29, that will
decide whether the left-leaning
government headed by Premier
Amintore Fanfani is to survive,
Old alignments and old
themes have been upset by the
unique nature of Fanfani s gov
ernment, a coalition led by
Christian Democrats and backed
by Marxist Socialists. It has
never, been tested in a general
election.
Another new factor has been
contacts between the Vatican
and the Kremlin.
The result is a confused cam'
paign, with often three or more
sides to every argument. -
Fanfani calls his government
"an opening to the left. The
Right-Fascists, Monarchists and
Liberals say it is really an
"opening to communism." But
the Communists say it is
phony leftists movement, a
Christian Democrat deception.
Fanfani says it meets Italy's
problems and will isolate both
leftist and rightist extremists.
Rightists cite the dismantling
of Jupiter missiles in Italy and
say Fanfani is retreating from
NATO commitments. Fanfani
says NATO is simply modern-

izing; he pledges to back a
NATO multi-nation nuclear
strike force.
The Communists contend Fan
fani is quietly widening Italy's
NATO commitments. They point
to the "Pacem in Terris" (Peace
on Earth) encyclical of Pope
John XXIII, and say they and
not the Christian Democrats
have been the consistent sup
porters of disarmament and
other measures advocated by
the Pope. .
Rightists say they are the
only true defenders of Roman
Catholicism following Fanfani's
deal with the Socialists. Fanfani
and other Christian Democrats
affirm they remain staunch
Roman Catholics and note that
the bishops of Italy - have
boosted their party.
Even some leaders of the
Christian Democrats speak with
different voces.
Fanfani, stumping the coun
try from the Alps to Sicily,
sometimes puts his government
ahead of his Christian Demo
crat party. Once he told voters:
"We invite old voters of the
Christian Democrats, the" Demd-
cratic Socialists and the Repub
licans to confirm full confidence
in their parties. We invite old
voters of the Socialists to en
courage the directions their
party has taken (away from
communism)."
It was a polite way of avoid
ing campaign conflict with the
Democratic Socialists, Republt
cans and Socialists, all allies of
his center-left government. They
are not so polite. In separate
campaigns they assail the Chris
tian Democrats but avoid at
tacks on the government.
Christian Democrat right-
wingers, like former premier
Mario Scelba, opposed Fanfani s
leftist government. Fanfani sug
gests a vote for the Christian
Democrats in a vote for center-
left government. Scelba argues
that the Christian Democrats
can do without leftist coalitions
if they get enough votes.
The Socialist party, which
once walked hand in hand with
communism, also has two sep
arate campaign voices.
Pictro Nenni, the Socialist
leader, has an eye on a cabinet
job. He once opposed NATO,
but now says he sees no reason
for Italy to pull out of the
Atlantic alliance.
The Liberals, a rightist free
enterprise party, may attract
dissident Christian Democrats.
They say the denationalization
of electric power would be their
price for any future collabora
tion with the Christian Demo
crats.
Italy has had right-leaning
coalition governments of Chris
tian Democrats and Liberals be
fore, and such a coalition would
be the alternative to Fanfani's
'opening to the left"
The Christian Democrats
lacked a majority in the out
going Parliament and it is gen
erally assumed they will still be
without one after the voters
elect 630 deputies and 315 sen
ators of the new Parliament
Thus another coalition is likely.
