NEW YORK The Proident
siid the First Lady aren't the
only ones with a new house un
der way or planned. Home con
struction is risinf. And surveys
of consumer intentions spread
optimism in the building indus
try.
This is a frequent late winter
and early spring tendency. But
its esrly flowering this year is
particularly encouraging to
those who hope the economy
can keep moving ahead under
its own power although any
outside assets will be appre
ciated. Housing starts in February
are put at an annual rate of
1,280,000, or 4 per cent from
January. The tpurt encourages
the Department of Commerce
to stick by its earlier predic
tions that the year as a whole
will see soma 1,450,000 nonfarm
housing units started. This will
make 1063 as good ss last year,
one of the best.
Helping bolster their optim
ism is a contiulng rise in vari
ous sectors of personal income
and polls showing- consumer
confidence in the economy gen
erally holds high.
Whether Cs4b or Instalment
' Manufacturers' payrolls in
Februsry took their sharpest
rise since laat spring. In Feb
ruary factory wagea and sal
sriea rose to an annual rate of
$94.6 bilUon, topping the 1962
figure. Earnings of all employes
and self employed persons, up
$1 billion on an annual rate in
January, spurted by $2 billion
in February.
It la out of such earnings that
moat mortgages are sought and
payments made. And It is the
personal income total, now at
an annual rate' of $450.8 bil
lion, that takea care of house
hold furnishings, whether on a
cash or instalment basis.
. And when total incomes rise,
so does confidence and family
planning.
The University of Michigan
Survey Research Center says a
nationwide poll just completed
shows plans are more wide
spread now than a year ago to
buy houses for owner occu
pancy or to make improvements
and repairs on old ones. But
the survey cautions that con
sumer confidence in the future
hasn't gained any since its pre
vious poll in November and De
cember.

A more optimistic finding Is
reported by Martin B. Galns-
brugh, chief economist oi tne
National Industrial Conference
Board. His nonprofit research
group's latest survey show more
than 45 per cent oi tne -nun

during the past two months ex
pect the business situation to
improve by midyear." Gains

home purchasing plans are en
couraging and consumer ae-
mand in general is strong with
out signs of faltering.

mits issued for new housing
construction. The Commerce De
partment also reports a large
backlog of unused construction
permits. Much of this is for
apartment buildings, wnicn us
ually get under way later in the
spring,
On this backlog, and on con
sumer intention polls, the de
partment bases its prediction
that a lot of new housing units
will go up this year. And that
ia good news for the building
trades snd for their suppliers
and for all the appliance and
home furnishings makers snd
dealers.
Two Youths
Shot to Death
SEATTLE Ut Two youths
were shot to death, and an
other waa wounded Wednesday
evening, in what a police of
ficer said marked the end of a
long feud,
The victims were David Cun
ningham, 17, 'and Andrew J.
Drain Jr., 19. Ulysses Heath, 17,
was wounded in an arm.
Police Lt. Dean Phillips re
lated this story:
Cunningham. Drain. Heath
and Louis Weaver, IB, were in
Heath s car racing another in
the Madrona District.
The other car waa driven bv
Dewltt A. Harris, 19.
The drivers stopped opposite
each other, and the four in the'
Heath car walked over to Har
ris, where an argument broke
out.
Phillips said Harris signed a
statement saying he fired a
pistol.
Cunningham was struck twice
but ran a half block before col
lapsing. Drain was atruck in the
back ar he ran.
Phillips would not disclose
the reason of the shooting. All
the officer said was that it end
ed a long feud.
Harris was Jailed without
charge.

The White House announced his
place there will be taken by

New York City. Haworth will be
the second director of the
Science Foundation, succeeding
Alan T. Waterman, who is re
tiring. Haworth, 58, is a physi
cist, and former director of the
Brookhaven National Labora
tory, a government atomic installation.
Haworth also is a former
president of Associated Univer
sities, Inc., from which he re
signed to go to the AEC in 1901.
Tape, 47, also is a physicist and
a director at Brookhaven, suc
ceeding Haworth there as he
will be doing at the AEC.

Morse Pushes
Research Lab
WASHINGTON (OTD Stn.
Wayne Morse, D-Ore., urged
Wednesday that funds be appro
priated for a range and wildlife
habitat laboratory at La uranoe,
Ore.
The request was made in pre
pared testimony, submitted to
the Senate Appropriations com
mittee while Morse wss in Costa
Rica.
Research which could be car
ried out at the laboratory would
be "of Importance to the whole
Pacific Northwest," Morse Mid
in the statement.
He said the La Grande lab
oratory had been programmed
for aome time and that four
acrei of land had been set aside
for leasing to the government
for $1 year.
