Cuban Issue
WASHINGTON lift Adlai Stevenson, U.S. ambassador to the
United Nations, appeared Monday before a secret meeting of
the Organization of American States presumably to report no
progress in the U.S.-Soviet discussions over Cuba.
Stevenson has been negotiating with Soviet officials at the
United Nations since the October crisis over discovery that the
Moscow regime had erected long range nuclear missiles in Cuba.
The negotiations were designed to carry out the agreement
between President Kennedy and

voted by a 2-to-l margin in some
districts for restoration of
slrong powers to President Joao
Goulart. That was the central
issue in a plebiscite Sunday.
Odds heavily favored junking
of the European-type parliamen
tary system that has been in
effect for 16 months and the
nation's return to a presidential
system similar to that of the
United States.
The official outcome, how
ever, may not be known for two
or three days. Final compila
tions are expected by Thursday.

somebody scribbled on the wall
of a Rio building:
"With or without presides

The parliament system was
instituted in September 1061 to
curb Goulart s power. Conserva
tives feared that he might turn
too far to the left when he took
over the presidency after the

any real opposition to strong
powers being returned to the

ban dictatorship of Fidel Castro.
Such measures could Include
a ban on International shipping
to Cuba, and even extend to in
ternational communications and
trade with Cuba.
Swim Lessons
To Begin Jan. 14
Adult swimming lessons will
begin Jan. 14 in three divisions
beginners, advanced beginners
and intermediates at River
Road Park and Recreation Dis
trict, 1400 Lake Dr., Eugene.
The classes are open to any
one IS years or older.
Classes will be held Mondays,
Wednesdays and Fridays from
8:30 to 9:30 p.m. for three
weeks. Fees for the lessons will
be $5.90 for in district resi
dents, and $6.80 for non-district
residents.

Plot Suspects
Held in Peru
LIMA, Peru WV-Police held
hundreds for questioning Mon
day about what the military
government called a wide-ranging
conspiracy to bring this copper-mining
country Into the So
viet camp.
Gen. German Pagador Blon
det, the interior minister,
placed the number under arrest
at 300, but unofficial reports
said as many as 800 suspects
under guard streamed into Lima
by plane, bus and truck.
Workers, students and politi
cal leaders are among the cap
tives. Some are Communists but
there also are members of a
half-dozen other political parties.
Gen. Ricardo Perez Godoy,
president of the ruling military
junta, told political leaders the
mass arrests were necessary to
preserve order for national elec
tions scheduled in June.
A government communique
said earlier that the plotter
planned to assassinate chiefs of
the armed forces and important
business leaders.

Five Killed
In Oregon

Five persons lost their lives
in traffic accidents in Oregon
during the weekend.
Gary Daron, 25, Portland,
died Sunday after his car went
out of control and slammed in
to a suspension pillar on the
Broadway Bridge in Portland.
An 18-month-old boy was
struck and killed by a truck in
Portland Saturday. Danny By
ers of Portland died while cross
ing the street with his mother
near his home.
Three persons lost their lives
in a two-car collision near Hills
boro Friday. The victims were
Marvin Vielmetti, 52, Hillsboro;
his mother-in-law, Mrs. Caro
lina Cerruti, 81, Portland, and
Terry Ellis, 18, Hillsboro.
Report of Mock Jet Raid on U.S. Denied

papers said Monday swift Brit
ish jets slipped past U. S. de
fenses recently In a mock H
bomb attack that could have
wiped out major cities, includ
ing New York, Washington, Chi
cago and Los Angeles. U. S.
and British officials denied the
report.
Four British newspapers said
the exercise was carried out by
four Vulcan bombers about two
months ago. The bombers fly
up to 600 miles an hour.
A spokesman for the North
American Defense Command in
the United States termed the
report a lot of nonsense.
Versions Similar
The British Air Ministry first
said an exercise took place
about two months ago but de
clined to say whether it was a
success. Then, after some appar
ent confusion, the ministry came
around to the official American
version.
"Reports referring to an ex
ercise a couple of months ago
are wrong," an Air Ministry
spokesman said.
"The last occasion on which
we took part in an exercise of
this kind was in an operation
referred to as Skyshield II,
about Oct. 14. 1961. That exer
cise was a joint operation de
signed to test defenses."
The spokesman declined to
comment when asked if British
bombers penetrated North
America's radar network in the
1961 exercise.
The newspaper claims con
tained several important strate
gic implications, particularly
that the manned bomber has
many more years of useful life
as a nuclear deterrent.
Vulcans were to have been
used to carry the now-scrapped
Skybolt. They will carry the
improved Blue Streak standoff
bomb, which is to be the basis
of Britain's independent nuclear
deterrent until it is equipped
with Polaris missiles.
The Daily Express, Sketch,
Telegraph and Herald all report
ed the strike.
"Had the attack been real, it
would have wiped out several
major American cities.
The Express said it under
stood the operation succeeded
because the Delta-wing Vulcans
were so fast and apparently
flew at an altitude of about 12
miles.
'Nonsense'
In Denver, Maj. Ford Dawson.
a spokesman for the North
American Defense Command
(NORAD), said there was no
truth to the newspaper reports.
He termed them "just a lot of
nonsense."
Dawson said it was not the
purpose of the Royal Air Force
to pierce U.S. air defenses.
Whenever flights were made
over the United States, he said,
advance warning is given to pre
vent Allied planes from being
mistaken for enemy craft.
The Herald said the British
planes, flying from bases in
Britain, were opposed by nearly .
1,000 (NORAD) supersonic
fighters.
"They got through to their
targets by using new decoy ra
dar signals which confused the
American radar - warning sys
tem," the Herald reported.
