For Entry in Europe, Conservatives
It's Make-or-Break in Upcoming Session of British Parliament

LONDON The U. S. Con
gress has just gone home.
Britain's Parliament is about
to return to work for a ses
sion that may well make or
break British membership in
"Europe" and the conserva
tive government as well.
The House of Commons re
convenes Oct. 25. The session
is crucial because within two
years of this month Prime
Minister Harold MacMillan
must call national elections.
What he accomplishes in the
upcoming parliamentary ses
, cioa will be his platform be
fore the voters.
And what he MUST accom
plish is British membership
in the : European Common
Market, the historic breaking
off of Britain's literal and
figurative stand-offishness
from her neighbors
across the Channel.
All political portents are
for a fighting parliamentary
session.
The opposition Labor Party
has let it be known in ad
vance that it plans to attack
the Conservative government
hard on all fronts, and par-

it 3 p.m. and lasting until dusk.

agents stressed, "will keep many
trees from becoming unsightly
or dangerous, and may save
them from death."

ease and further insect damage,
they said.

The conservatives, on the
other hand, know that to stay
in power they must make a
bold showing in the months
ahead. The alternative is risk
of defeat in the general elec
tions. In the B.'fO-seat House of
Commons the Conservatives
hold a commanding majority
with 365 members to Labor's
258 and the Liberal Party's
seven.
Labor Party leader Hugh
Gaitskell has managed to
achieve In the past month a
greater degree of unity in the
party on the surface at
least than has existed at any
time since It was swept from
power in 1951.
Tipsters are saying at the
moment that spring of 1964
is a likely election date. Mac
millau, however, will move
when he feels the time is best
for his party.
Public opinion polls this
month have indicated that the
Conservatives have picked up
some support in recent weeks.
One recent test gave them
about 40 per cent of the elec
torate, Labor just over 3D,
and the Liberals about 20 ,
with the rest undecided.
This compares with polls
about three months ago that
showed the three main par
tics more or less even.
In the months immediately
ahead, there will be five by
elections to test public opin
ion more accurately. All of
these are for conservative
held scats. Labor is favored
to win one of them the
Scottish seat of Glasgow
Woodside. The others are ex
pected to remain in govern
ment hands.
The burning issues in the
new Parliament appear cer
tain to be the government's
plans to enter Europe, and its
handling of the general eco
nomic situation.
It is the economic issue that
is likely to cost Conservatives
the Glasgow scat. Unemploy
ment is beginning to run high
in Scotland nearing the
100,000 mark and working
class voters are expected to be
out of sympathy with the gov
ernment. The Conservative govern
ment's popularity slipped last
year and early this year when
it put the brakes on pay in
creases and introduced a cred
it squeeze to try v and right
the country's weak balance of
payment position.
Latest figures indicate the
economy is running in the
black again exporting more
than it is importing and
the government has been able
to relax its tight hold on fi
nances a little.
But there is still consider
able slack in the economy.
Both organized labor and busi
nessmen have been calling for
a greater rate of industrial ex
pansion. Labor is sure to try
to make as much polticial
capital as possible out of the
economic issue, and persistent
union pressure for higher pay.
On the Common Market
question, the Labor Party has
come down against entry into
Europe on the terms MacMil
lan's government has been
able to obtain so far.
The prime minister has
staked his whole political life
on getting Britain into Eu
rope, because he considers
this an essential move, po
litically and economically, if
this country is to continue
as a world power.
Woman Cleared
PORTLAND IUPD Loretta
Best, 21, Portland, was cleared
of a charge of manslaughter by
the Multnomah County grand
jury Friday.
Mrs. Best was charged in con
nection with the fatal shooting
of her husband, Ross, 25.
