To Solve Trade Act Problems
Candidate Urges Formation

Committee (AMEC) to help
solve problems that may be cre
ated by passage of the Trade
Expansion Act. ,
Fisher, speaking to members
of the Legislative Action Com
mittee of the Springfield Cham
ber of Commerce, said while the

Springfield councilmen Wed
nesday night awarded a con
tract for construction of the
15th Street sewer project, even
though the low bid was 23 per
cent above the city engineer's
estimate.
The council decided to go
ahead with the project because
property owners involved indi
cated they wanted sewer service
this fall.
Some 10 property owners
were present at Wednesday
night's special meeting to urge
the council to proceed. A con
tract was awarded to the Wild
ish Construction Co. which sub
mitted a low bid of $10,020.25.
The engineer's estimate for the
project was $8,116.25.
City Mgr. Frank Smiley told
property owners the sewer will
cost them $4.66 a front foot. If
the bid had been as low as the
engineer's estimate, the front
foot would have been $3.77.
Smiley said the six bidders on
the project apparently added
between 90 cents and $1 a foot
for testing the sewer line for
leaks after it is installed and
repairing leaks if they should
occur.
Mayqr B. J. Rogers said he
didn't feel the bidders should
include a sum for testing. "The
line should be put in so it won't
leak," he said.

several councilmen indicated
they feel the city should Investi
gate the feasibility of going into
the sewer construction business.

AMEC could present a united

now," Fisher said.
"Markets for Oregon crops
must be expanded, not just pro
tected." Commodity groups "should
rightfully expect full support
and help from their congress
man," Fisher said. "I pledge
such support if elected."

Fisher said Americans should
take "a position of real firm
ness" with those NATO allies
who are trading with Cuba.
"Perhaps, the use of pressure of
possibly withholding foreign aid
might have some effect (on
trading activity)," he said.
Another way -of curtailing
trading activity to hold down a
Cuban military build-up, Fisher
said, would be for the United
States to employ "a sort of sea
blockade."
Fisher said government
spokesmen recently said the
United States is not presently
endangered by the military
build-up in Cuba because the
build-up is "defensive" in na
ture. "My question would be how
will we know when Cuba has
gone from a defensively to an
offensively equipped status,"
Fisher said.
Council on Aging
To Meet Tonight
The Emerald Empire Council
for the Aging will meet tonight
at 7:30.
The meeting, first of the fall
and the first one this year open
to the general public, will be
held at the new Celeste Lamp
bell Community Bids., on the
east side of Skinner Butte Park,
Eugene.
Tonight's meeting will include
reports from council committee
chairmen en various projects, in
cluding homemaker service, pro
grams for the newly acquired
building and other activities.
Refreshments will be served,
and those attending the meeting
may participate in a tour of the
new facilities.
